3. Subject to any licence law or other law or by-law of any province or municipality lawfully enacted with regard to storage facilities for ammonium nitrate or ammonium nitrate mixed fertilizers, the Commission, for the protection of property and the protection, safety, accommodation and comfort of the public and of the employees of the railway company and users of the railway and railway property, makes these Regulations applying to storage facilities for ammonium nitrate and ammonium nitrate mixed fertilizers located on the right-of-way owned or leased by any railway company subject to the jurisdiction of the Canadian Transport Commission.

17.2 No railway company shall operate or maintain a railway, including any railway work or railway equipment, and no local railway company shall operate railway equipment on a railway, otherwise than in accordance with a railway operating certificate and — except to the extent that the company is exempt from their application under section 22 or 22.1 — with the regulations and the rules made under sections 19 and 20 that apply to the company.

3. The Province will carry out in accordance with the terms thereof every contract to purchase or lease any interest in any of the lands hereby transferred and every other arrangement whereby any person has become entitled to any interest therein as against Canada, and will perform every obligation of Canada arising by virtue of the provisions of any statute or order in council or regulation affecting the said lands hereby transferred to any person entitled to a grant of lands by way of subsidy for the construction of railways or otherwise, or to any railway company for grants of land for right of way, roadbed, stations, station grounds, workshops, buildings, yards, ballast pits or other appurtenances.
3.
