Welcomes the entry into force of the regulation on the European Fund for Strategic Investment (EFSI), aimed at boosting private and public investment, through, inter alia, National Promotional Banks in the EU, as a step in the right direction, and calls on all relevant stakeholders and institutions to ensure its swift and effective implementation, so as to facilitate access to financing for enterprises and for SMEs in particular; takes the view that one of the main aims of projects receiving EFSI support should be decent job creation leading to quality employment and achieving social, economic and territorial cohesion; notes the need where possible to encourage social investment with the aim of promoting a positive social impact and reducing inequality by, inter alia, improving public services and supporting the creation of jobs for categories of disadvantaged people; calls on the Member States to closely involve their local and regional authorities in promoting project pipelines and investment platforms; regards it as essential that this plan should succeed, and will therefore monitor its implementation very closely, in particular any move to shift investment expenditure and public debt off Member States’ balance-sheets; emphasises the role Parliament has played in minimising redeployment from Horizon 2020 and the Connecting Europe Facility in the context of EFSI; reiterates its commitment to reducing cuts during the annual budgetary procedure;
8. salue l'entrée en vigueur du règlement sur le Fonds européen pour les investissements stratégiques (FEIS), qui vise à stimuler l'investissement public et privé dans l'Union notamment par l'intermédiaire des banques de développement nationales, estimant qu'il s'agit d'un pas dans la bonne direction, et invite toutes les parties et institutions concernées à assurer, de manière rapide et efficace, sa mise en œuvre afin de faciliter l'accès au financement des entreprises et des PME, en particulier; est d'avis que l'un des objectifs principaux des projets bénéficiant d'un soutien du FEIS doit être la création d'emplois décents garantissant la qualité de l'emploi ainsi que la cohésion sociale, économique et territoriale; relève l'importance, lorsque c'est possible, de promouvoir l'investissement social dans le but de favoriser des retombées sociales positives et de réduire les inégalités, notamment en améliorant les services publics et en soutenant la création d'emplois pour les catégories de personnes vulnérables; invite les États membres à associer étroitement leurs autorités locales et régionales à la promotion de filières de projets et de plateformes d'investissement; estime primordiale la réussite de ce plan d'investissement et s'attèlera, par conséquent, à suivre sa mise en œuvre avec la plus grande vigilance, notamment toute déconsolidation de la dépense d'investissement ainsi que des dettes publiques des États membres; souligne le rôle joué par le Parlement pour minimiser le redéploiement depuis Horizon 2020 et le mécanisme pour l'interconnexion de l'Europe dans le cadre du FEIS; rappelle son engagement à réduire les coupes budgétaires au cours de la procédure budgétaire annuelle;

Welcomes the annual ‘Open Days’ conference and the number of panels dedicated to local and regional energy efficiency projects; suggests that the Commission, the Member States and the Managing Authorities build on this event in order to set up an information exchange platform with a view to promoting much needed dialogue and an exchange of best practices for the implementation and management of EE projects funded by European Structural and Investment Funds;

The funding: Member states are asked to approve a more efficient and effective use of the EU TEN budget line, which is providing €600 million per year to fund TEN project costs. The contribution of the TEN budget to priority projects has to be raised from 10% to 30% as proposed by the Commission (IP/03/1322) if it is to act as a leverage for the acceleration of projects. The EU 6th Framework Programme resources will also support key projects in the framework of the European Initiative for Growth, such as the launch of the European technology platforms. At the same time, the European Investment Bank (EIB) Group should adjust current instruments to the needs of sectors within the Initiative for Growth and become more involved in risk sharing for priority investment projects. According to its latest proposal, the EIB is committed to provide: (i) a further €50 billion to TENs up to the end of the decade under a new Transport Infrastructure Facility; (ii) up to €40bn billion additional funding under the Innovation 2010 Initiative for investments in research, development and innovation; (iii) reinforce its Structures Finance Facility through a transfer of a higher share of its annual surpluses; (iv) support innovation through risk capital by allocating an additional €500 million to the ETF Start-up Facility of the European Investment Fund.
