Insists, however, that tangible and credible incentives should be given to the neighbourhood countries to engage in the common goal of building deep democracy, and that differentiation based on each country's political, economic and social realities, performance and achievements should be predicated on clearly defined criteria and assessable and regularly monitored benchmarks for each individual partner country; calls in this regard on the Commission and the EEAS to consider the benchmarks laid down in the Joint Communication as objectives to be achieved and that, for assessing the progress made, these objectives require more specific, measurable, achievable, time bound benchmarks, the departing point of which is different for the Southern and Eastern neighbourhood; is of the opinion that a result-oriented policy needs a clearer methodology of benchmarking and underlines, in this context, the importance of setting up appropriate follow-up mechanisms to assess the progress of ENP countries; stresses that this approach has to be reflected in the structure of the ENP Action Plans and in the corresponding annual progress reports;
3. insiste néanmoins sur le fait qu'il faudrait offrir des mesures d'incitation concrètes et crédibles aux pays du voisinage afin qu'ils s'engagent en faveur de l'objectif commun de renforcement de la démocratie et qu'une différenciation devrait avoir lieu en fonction des réalités politiques, économiques et sociales, des performances et des résultats de chaque pays, sur la base de critères clairement définis et estimables et faisant l'objet d'un suivi régulier pour chaque pays partenaire; appelle à cet égard la Commission et le SEAE à voir dans les critères d'évaluation établis dans la déclaration conjointe des objectifs à atteindre et à considérer que, pour évaluer la progression, il est nécessaire d'associer ces objectifs à des critères plus spécifiques, mesurables et réalisables, assortis d'échéances, dont le point de départ soit différent pour le voisinage méridional et oriental; considère qu'une politique orientée sur les résultats doit comporter une méthode plus claire d'évaluation et souligne à ce sujet l'importance de la mise en place de mécanismes de suivi adaptés visant à évaluer les progrès des pays de la PEV; souligne que cette approche doit se refléter dans la structure des plans d'action de la PEV et dans les rapports d'avancement annuels correspondants;

· Major aspects of local strategies for the implementation of the EU Guidelines on Human Rights Defenders should be reflected in Country Strategy papers, ENP Action Plans and Annual Action Programmes of the EIDHR. The support for and protection of human rights defenders must go beyond human rights dialogues and ENP human rights subcommittees considering the urgent character of actions to be taken and have to be systematically high on the agenda of the political dialogue with third countries, including within Association or Cooperation Councils and bilateral Summits.
