Like many of my fellow Members, I deplore the fact that the Council has further reduced an already meagre budget: the commitment appropriations of the draft budget represent a total amount of EUR 134 billion, that is to say, a shortfall of EUR 469 million with regard to the PDB, even though the payments stand at EUR 115 billion, this being a decrease of EUR 1.8 billion. The payments are thus limited to 0.89% of GNI, that is to say, an unprecedented level that is drastically widening the gap between commitments and payments and this is something that goes against budgetary discipline.
