The Commission shall be empowered to adopt delegated acts in accordance with Article 103 to amend the list in Annex XIV, where necessary , to add new international agreements that have been ratified by all Member States or where the existing international agreements referred to are no longer ratified by all Member States or they are otherwise changed, for instance in respect of their scope, content or denomination .

3. Within one year from the end of the clinical investigation, the sponsor shall submit to the Member States concerned a summary of the results of the clinical investigation in form of a clinical investigation report referred to in Section 2.7 of Chapter I of Annex XIV. Where, for scientific reasons, it is not possible to submit the clinical investigation report within one year, it shall be submitted as soon as it is available.
3. 5. Subject to paragraph 6, after inclusion of a substance in Annex XIV, this substance shall not be subjected to new restrictions under the procedure outlined in Title VIII covering the risks to human health or the environment from the use of the substance on its own, in a preparation or incorporation of a substance in an article arising from the intrinsic properties specified in Annex XIV, except where scientific information is presented to the Agency that demonstrates the need for urgent measures to further restrict the substance.

1. Where, in a given zone or agglomeration, there is a risk that the levels of pollutants in ambient air will exceed one or more of the limit values, concentration caps, target values or alert thresholds specified in Annexes VII, XI, Section A of Annex XII, and Annex XIV, Member States shall, where appropriate, draw up action plans indicating the measures to be taken in the short term in order to reduce that risk and to limit the duration of such an occurrence.
