Significant efforts have also been made to make the Andean Community a reality for its citizens, such as the introduction of an Andean passport, the establishment of working groups on consumer or indigenous matters, and direct elections to the Andean Parliament (not yet implemented in all CAN member countries).

As was to be expected, the Andean Presidents took advantage of their meeting in Madrid of 18 May to send out a dual message. On the one hand, they signalled their clear frustration, expressing grave concern at the protectionist trends in the field of trade and stressing the need to extend and speed up agreements with the EU geared to political, economic and commercial partnership with the Andean Community and other regional integration bodies; on the other, they stressed the need for diversification, calling for immediate adoption of the Andean Trade Preferences Act by the US Congress, as called for by President Bush, as a clear signal of the shared commitment to combat drug trafficking and terrorism.

Likewise, those agreements currently in the pipeline (i.e. those with Mercosur and Chile) ought to be finalised, whilst new negotiating guidelines would be required in order for association agreements to be concluded with the Andean Community and Central America in the medium term. Lastly, in the meantime, the terms of the Community GSP from which the Andean and Central American countries benefit ought to be maintained in the short and medium term.

To achieve this essential objective, they have resolved to promote in particular the development of cooperation relating to trade, investment, finance and technology, taking account of the Andean countries' special status as developing countries, and to promote the intensification and consolidation of the process of integration in the Andean subregion.
