In addition to special and variable treatment, transitional periods, exceptions and other trade instruments in recognition of the imbalances, there must be strong support for change in the production sector and competitiveness of the Andean economies through development cooperation instruments.

The other issues ministers will be addressing concern the smaller economies, the majority of which are from the Caribbean, being 14 in number, and also the smaller economies of Central America and the Andean community, who have concerns about whether they will be able to adapt to the challenges of negotiating a free trade agreement with the most powerful and richest economy in the world, the United States.
Les autres enjeux qu'aborderont les ministres concernent les régimes économiques de moindre envergure, dont la majorité font partie des Antilles, ils sont au nombre de 14, ainsi que les modestes régimes économiques de l'Amérique centrale et de la communauté andine qui se demandent s'ils pourront s'adapter aux défis de la négociation d'une entente de libre-échange avec l'économie la plus puissante et la plus riche du monde, les États-Unis.

1. The 1987 EU-Andean Pact Cooperation Agreement The first cooperation agreement was signed on 17 December 1983 and came into force on 1 February 1987. It provides an institutional framework for three areas of cooperation: development, trade and the economy.

The Ministers are aware of the fact that the drugs problem is extremely detrimental to the Andean countries' economies, political stability and democracy, and they recognize and value the political determination shown by these countries and the efforts they have made (including the dismantling of major criminal organizations) and the costs they have incurred in combating this world-wide scourge.
