Reiterates that EU reduction targets need to be primarily achieved within the EU; recalls that the use of international offsets replaces investment in the EU economy and delays domestic reductions in the EU; calls upon the Commission and Member States to complement the current system of production-based direct emission accounting with consumption-based accounting, analysing whether emissions have indeed been reduced instead of exported; calls upon the Commission to come forward with a proposal, as changing consumption patterns and resource efficiency are the real answer to mitigating climate change;
