The Commission may amend the Annexes if necessary or appropriate, in the light of experience gained in the operation of EMAS, in response to identified needs for guidance on EMAS requirements and in the light of any changes in international standards or new standards which are of relevance to the effectiveness of this Regulation.

Stresses that the transfer of clean-energy technology to developing countries is central to tackling climate change and meeting the Millennium Development Goals; notes that at the 2005 Gleneagles summit, G8 leaders recognised the need for greater international co-operation and coordination of research and development of energy technologies; notes further that, at the same time, the Heads of Government of Brazil, Mexico, South Africa, China and India issued a joint statement with a view to building a new paradigm for international cooperation in the future, including improved participation in RD, international funding for technology transfer, and a concerted effort to address issues relating to Intellectual Property Rights (IPR); calls on the Commission to address IPR-related barriers to the acquisition of existing proprietary clean-energy technology through dialogue on the basis of further work analysing how international funds and public-private initiatives have fostered technology transfer covered by IPRs in other fields; calls on the Commission to explore the potential for new kinds of global public-private-partnerships in technologies to tackle climate change, drawing experience from international agreements to support IPR access to anti-retroviral drugs for developing countries.
9. souligne que le transfert de techniques de production d'énergie propres vers les pays en développement est essentiel si l'on veut combattre le changement climatique et atteindre les objectifs du Millénaire pour le développement; note que lors du sommet de Gleneagles de 2005, les dirigeants du G8 ont reconnu qu'il était nécessaire d'accroître la coopération et la coordination en matière de recherche et de développement des techniques de production d'énergie au niveau international; observe d'autre part que, dans le même temps, les chefs de gouvernement du Brésil, du Mexique, de l'Afrique du sud, de la Chine et de l'Inde ont fait une déclaration commune dans laquelle ils exprimaient leur volonté de définir, à l'avenir, un nouveau modèle de coopération internationale, comprenant une meilleure participation à la RD, le financement international des transferts technologiques et une action concertée à l'égard des problèmes liés aux droits de propriété intellectuelle; appelle la Commission à traiter, par le dialogue, la question des obstacles posés par les droits de propriété intellectuelle à l'acquisition des technologies propres sur la base de travaux supplémentaires analysant la façon dont les fonds internationaux et les initiatives publiques-privées ont encouragé les transferts technologiques couverts par les droits de propriété intellectuelle dans d'autres domaines; invite la Commission à étudier la possibilité d'instaurer de nouveaux partenariats mondiaux publics-privés dans le domaine des technologies de lutte contre le changement climatique, en s'inspirant de l'expérience des accords internationaux qui soutiennent le libre accès à ces droits pour la fabrication de traitements antirétroviraux dans les pays en développement.

5. Eurojust may, in order to accomplish its objectives, establish contacts and exchange experiences of a non-operational nature with other bodies, in particular international organisations.
