(2.4) If any of the corporations that are associated with each other in a taxation year has failed to file with the Minister an agreement as contemplated by subsection 18(2.3) within 30 days after notice in writing by the Minister has been forwarded to any of them that such an agreement is required for the purpose of any assessment of tax under this Part, the Minister shall, for the purpose of this section, allocate an amount to one or more of them for the taxation year, which amount or the total of which amounts, as the case may be, shall equal $1,000,000 and in any such case, the amount so allocated to any corporation shall be deemed to be an amount allocated to the corporation pursuant to subsection 18(2.3).

(5) Where a payment has been received by a taxpayer from a credit union in a taxation year in respect of an allocation in proportion to borrowing, the amount thereof shall, if the money so borrowed was used by the taxpayer for the purpose of earning income from a business or property (otherwise than to acquire property the income from which would be exempt or to acquire a life insurance policy), be included in computing the taxpayer’s income for the year.

In conclusion, honourable senators, very simply, I shall repeat the three points I see as the keynotes of this report: first, financial assistance to Canadian students, who are in great need of help to lighten their financial burdens; second, an increase in the amounts allocated to R&D in order to slow down the brain drain of our best researchers into neighbouring countries; and last but not least, particular assistance for the French-language universities in minority francophone communities, so that they can help the Canadian francophonie to flourish.
En conclusion, honorables sénateurs, je réitérerai les trois points que je considère prioritaires dans ce rapport: premièrement, une aide financière aux étudiants canadiens qui en ont grandement besoin afin d'alléger leur fardeau financier; deuxièmement, une augmentation des montants alloués à la recherche et au développement afin de freiner le départ de nos chercheurs doués vers les pays voisins; et troisièmement, mais très à coeur, une aide particulière aux universités de langue française dans les communautés francophones minoritaires afin qu'elles puissent contribuer davantage à faire rayonner la francophonie canadienne.
