As I said, I'm kind of puzzled by the idea that we would gain economic advantage. The advantage, I guess, would be to say to ourselves that we are closer to a few Latin American states politically, but I don't see the argument about the advantage economically.

Points out that, under the Organisation of American States' Inter-American Democratic Charter, in a democracy, in addition to clear and necessary legitimacy of origin, grounded in and obtained at the polls, legitimacy of exercise must also be complied with, and this must be founded on respect for pluralism, the established rules, the constitution in force, the laws and the rule of law as a guarantee of a fully functioning democracy, and this must of necessity include respect for peaceful and democratic political opposition, especially where that opposition has been elected in the polls and enjoys a popular mandate;

Supports the Commission's proposal that a political dialogue on conflict prevention and crisis management be placed on the new political agenda, but suggests that the dialogue should also encompass European Security and Defence Policy (ESDP) matters as a whole and be organised around the Euro-Latin American Charter for Peace and Security and the work of a bi-regional conflict prevention centre to be set up in Latin America, since this would be the best way to exchange shared experiences and bolster and coordinate efforts involving the countries and regional bodies concerned, including in particular the Organization of American States (OAS) and the Rio Group;

As a member of the Organization of American States, Canada has ratified three Inter-American human rights treaties: the Convention on the nationality of Women, the Inter-American Convention on the Granting of Political Rights to Women, and the Inter-American Convention on the Granting of Civil Rights to Women.

The only thing I was trying to say is that Canada and the United States signed, in 1958, an agreement on the defence of North American air space mainly because they were the two major economic and political partners in America and in North America for that matter (1715) Given the opening up of markets, given the ties being created between Mexico and Chile, given also the conclusions of the last trip the Prime Minister made to South America where he said to the Organization of American States that we wanted a common market 25 years from now, I believe defence of the air space should be extended not only to Canada and the United States, but to all of the Americas.
