The process of integration in Central America has made substantial progress with the creation of the Central American Integration System (SICA) by the Tegucigalpa Protocol in December 1991, which came into force on 26 March 1996, emphasised the political dimension of the process (since SICA establishes an explicit link between peace, democracy, the rule of law, economic and social development and regional integration) and went further than the strictly economic considerations of previous decades.

Joint support for the various subregional integration systems such as MERCOSUR, CAN, or SICA (the Central American Integration System) enables the partners to safeguard their interests, engage in dialogue, and exert mutual influence; it strengthens the multilateral approach advocated by Europeans and Latin Americans alike; and, above all, it shifts the focus of attention away from the question whether the membership of the different blocs might be enlarged or changed, or whether new initiatives might emerge to promote integration (these would have greater prospects of taking root if they were founded on practical achievements of the kind that could be brought about by intensive relations between the Union and the established regional groupings).

At sub-regional level EU cooperation has focused on providing support for regional integration. This includes a project for "Harmonisation of Technical Standards, Technical Regulations and Conformity Assessment Procedures", aimed at facilitating the free circulation of goods between Mercosur member countries, and between Mercosur and the European Union; a trade- related technical assistance programme to support the process of the creation the Common Andean Market; and a programme supporting the Central American integration whose specific objective is to increase the capacity of the Central American Integration System (SICA) and of civil society to strengthen and deepen the process of integration and co-operation.

However, since the establishment of a new integration framework in 1993, the Central American Integration System (SICA), the process of regional integration has moved ahead steadily, building on the stability provided by the resolution of the internal conflicts that existed in a number of countries.
