I. whereas in December 2012 Italy issued an international arrest warrant against Robert Seldon Lady, who was arrested in Panama in July 2013; whereas the extradition request subsequently made by Italy was not accepted by Panama and whereas Robert Seldon Lady was returned to the United States in July 2013; whereas Italy’s President Napolitano decided on 5 April 2013 to pardon the American colonel Joseph Romano, who had been convicted by an Italian court for his responsibility in the abduction of Abu Omar in Italy;
I. considérant qu'en décembre 2012, l'Italie a délivré un mandat d'arrêt international contre Robert Seldon Lady, qui a été arrêté au Panama en juillet 2013; considérant que la demande d'extradition que l'Italie a présentée par la suite n'a pas été acceptée par le Panama et que Robert Seldon Lady a été renvoyé aux États-Unis en juillet 2013; considérant que M. Deplores the pardon of American colonel Joseph Romano by Italian President Napolitano, which has contributed to the overall environment of impunity for the persons implicated in the US-led rendition and secret detention programmes; encourages the Italian authorities to continue their efforts to obtain justice for human rights violations by the CIA on Italian territory, by insisting on the extradition of Robert Seldon Lady and requesting the extradition of the other 22 US nationals convicted in Italy;
8. déplore que le président italien ait gracié le colonel américain Joseph Romano, qui a favorisé l'instauration d'un climat d'impunité en faveur des personnes impliquées dans les programmes américains de transfert et de détention secrète; invite les autorités italiennes à poursuivre leurs efforts en vue d'obtenir justice pour les victimes des violations des droits de l'homme commises par la CIA sur le territoire italien, en s'employant particulièrement à obtenir l'extradition de Robert Seldon Lady et en sollicitant l'extradition des 22 autres ressortissants des États-Unis condamnés en Italie;
