The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

In order to alleviate those problems and to speed up the implementation of operational programmes and projects, as well as to strengthen the economic recovery, it is necessary that the Member States, which have experienced or have been threatened with serious difficulties with respect to their financial stability and which have been granted financial assistance under one of the financial assistance mechanisms set out in Article 77(2) of Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund as amended by Regulation (EU) No 1311/2011 of the European Parliament and of the Council , may contribute financial resources from operational programmes to the establishment of risk-sharing instruments providing loans or guarantees or other financial facilities, in support of projects and operations provided for under an operational programme.

It is appropriate to provide Member States that have acceded to the Union after the entry into force of Directive 2002/39/EC of the European Parliament and of the Council of 10 June 2002 amending Directive 97/67/EC with regard to the further opening to competition of Community postal services and may have faced particular difficulties regarding the smooth adaptation of their postal markets because they joined the postal reform process at a late stage, and certain Member States with a small population and a limited geographical size having specific characteristics that are particular to postal services or with a particularly difficult topography, with a huge number of islands with the possibility to postpone the implementation of this Directive for a limited period of time, in order to continue to reserve services to their universal service provider(s), subject to notification to the Commission.

MOTIONS By unanimous consent, it was ordered, That all amendments that have been found in order at the report stage of Bill C-9, An Act for making the system of Canadian ports competitive, efficient and commercially oriented, providing for the establishing of port authorities and the divesting of certain harbours and ports, for the commercialization of the St. Lawrence Seaway and ferry services and other matters related to maritime trade and transport and amending the Pilotage Act and amending and repealing other Acts as a consequence, be deemed to have been read by the Chair and to have been duly moved and seconded and that, when there is no further debate, the amendments will be deemed to have been put and a recorded division requested and, in any case, no later than 5:30 p.m. today, all questions necessary to complete the report stage will be deemed to have put, divisions requested and deferred until the expiry of the time provided for Government Orders tomorrow.
MOTIONS Du consentement unanime, il est ordonné, Que tous les amendements recevables à l'étape du rapport du projet de loi C-9, Loi favorisant la compétitivité du réseau portuaire canadien par une rationalisation de sa gestion, prévoyant la création des administrations portuaires et l'aliénation de certains ports, régissant la commercialisation de la Voie maritime du Saint-Laurent et des traversiers et des questions connexes liées au commerce et au transport maritimes, modifiant la Loi sur le pilotage et abrogeant et modifiant certaines lois en conséquence, soient considérés comme ayant été lus par la présidence, dûment proposés et appuyés et que, s'il n'y a aucun autre débat, les amendements soient considérés comme ayant été mis aux voix et le vote par appel nominal soit considéré comme ayant été demandé et que, de toute manière, au plus tard à 17h30 aujourd'hui, toutes les questions nécessaires pour terminer l'étape du rapport soient considérées comme ayant été mises aux voix et que les votes par appel nominal demandés soit différés jusqu'à la fin de la période prévue pour les Ordres émanant du gouvernement demain.
