(32) In order to ensure quality, traceability and compliance with this Regulation and adaptation to technical developments, the power to adopt certain acts should be delegated to the Commission in respect of establishing rules amending or supplementing the specific seaweed production rules as regards the suitability of the aquatic medium and the sustainable management plan, the harvesting of wild seaweed, seaweed cultivation, and antifouling measures and cleaning of production equipment and facilities, and in respect of the establishment of rules supplementing the specific production rules for aquaculture animals as regards the suitability of the aquatic medium and the sustainable management plan, the origin of aquaculture animals, aquaculture husbandry, including aquatic containment systems, production systems and maximum stocking density, breeding, management of aquaculture animals, feed and feeding, and disease prevention and veterinary treatment.
(32) Afin de garantir la qualité, la traçabilité, la conformité au présent règlement et l'adaptation au progrès technique, il convient de déléguer à la Commission le pouvoir d'adopter certains actes en ce qui concerne l'établissement de règles modifiant ou complétant les règles de production particulières applicables aux algues marines pour ce qui est de l'adéquation du milieu aquatique et du plan de gestion durable, de la récolte des algues marines sauvages, de la culture des algues marines, des mesures antisalissures et du nettoyage des équipements et installations de production, et en ce qui concerne l'établissement de règles complétant les règles de production particulières applicables aux animaux d'aquaculture pour ce qui est de l'adéquation du milieu aquatique et du plan de gestion durable, de l'origine des animaux d'aquaculture, des pratiques d'élevage en aquaculture, y compris les structures de confinement aquatique, les systèmes de production et la densité maximale de peuplement, la reproduction, la gestion des animaux d'aquaculture, les aliments pour animaux et e l'alimentation des animaux, ainsi que la prophylaxie et les traitements vétérinaires.

The Board shall assess the amended plan, and shall instruct the national resolution authority to notify the management body or the person or persons appointed in accordance with Article 72(1) of Directive 2014/59/EU within one week whether it is satisfied that the plan, as amended, addresses the concerns notified or whether further amendment is required.

As a result, changes should be made in the areas of financial sector reform, fiscal policy and structural reforms, in particular with regard to: (i) providing an updated plan for the gradual relaxation of external restrictions, which the authorities commit to starting only after the successful completion of the comprehensive assessment and a smooth transition to the Single Supervisory Mechanism (SSM); (ii) further measures to strengthen the banks' management of non-performing loans; (iii) a requirement to conclude the follow-up on the 2013 audit regarding individual financial institutions, impose sanctions if applicable, and make the final decision public; (iv) the provision of further measures to improve the Cooperative Group's operational capacity; (v) the adoption by the Council of Ministers of the new comprehensive framework establishing appropriate corporate and personal insolvency procedures, as well as the adoption by the House of Representatives of the amendments to the legal framework in relation to foreclosures of mortgaged properties (those are two prior actions), with details on the required elements of those two new frameworks; (vi) a revision of the 2014 primary fiscal deficit target of no more than EUR 210 million (1,3 % of GDP) to reflect the fiscal performance in the first half of 2014, the submission of a proposal ensuring the fiscal neutrality of the welfare system reform and the achievement of the 2015 fiscal deficit target, while the primary surplus target for 2017 was revised down to 2,5 % of the GDP in order to smooth the fiscal adjustment over 2017-2018; (vii) the setting of further steps to operationalise the privatisation process in the Cyprus Ports Authority and the Electricity Authority of Cyprus; (viii) the appointment of the new Commissioners and the two Assistant Commissioners of the new tax department, the establishment of a common taxpayer database, and the adoption of necessary regulations to make the enhanced collection powe ...

9. If the Commission, on the basis of the notification referred to in paragraph 7 or of new scientific advice, considers that a management plan adopted pursuant to either paragraph 1 or paragraph 2 is not sufficient to ensure a high level of protection of resources and the environment, it may, after having consulted the Member State, ask it to amend the plan or may propose to the Council appropriate measures for the protection of the resources and the environment.
9. So when it is planned to amend a Commission Decision for reasons of sound management, including financial management, or to introduce measures or instruments designed to achieve the strategic goals of the assistance and the Community policies with which that assistance must comply, the public, national and Community financial commitments have to be maintained without infringing the regulatory provisions concerning the financial management of the Structural Funds.
