I have a few issues I should like to raise: a humanitarian emergency, protecting the dignity of refugees and, at the same time, remembering that this crisis could quickly turn into a public health emergency; excessive concentrations of displaced persons without adequate healthcare; putting a stop to violence; the hypothesis of a no-fly zone to work out; a new and different kind of solidarity – Mr President and Baroness Ashton – for a Mediterranean policy that genuinely protects the significant group of people who are standing firm in the Mediterranean; changes to Frontex and, why not, let us remind the Council (which is not here today) that there are two directives to protect seasonal workers and intracorporate transfers of third-country nationals, which could also provide a response – including in employment terms – to these exceptional demands that we really have to tackle more effectively.
Je voudrais souligner quelques-uns des défis auxquels nous sommes confrontés: une urgence humanitaire; la nécessité de protéger la dignité des réfugiés en n’oubliant pas que cette crise pourrait rapidement se transformer en une urgence de santé publique; des concentrations excessives de personnes déplacées, sans assistance sanitaire adéquate; la nécessité de mettre un terme aux violences; la nécessité d’examiner l’éventualité d’une zone d’exclusion aérienne; l’établissement d’une nouvelle forme de solidarité - Monsieur le Président, Madame Ashton - pour une politique vis-à-vis de la Méditerranée qui serve réellement à protéger les personnes qui résistent dans cette région; ainsi que la révision de Frontex. Nous pourrions aussi rappeler au Conseil (qui n’est pas représenté aujourd’hui) l’existence de deux directives concernant les travailleurs saisonniers et les transferts intra-entreprises impliquant des ressortissants de pays tiers, qui pourraient également apporter une réponse - y compris en termes d’emplois - à ces besoins exceptionnels auxquels nous devons répondre de manière plus incisive.

In short, I feel we have today a sufficiently sound text to be implemented fairly quickly, informed by our experience with the high-speed train project and benefiting from the excellent collaboration between the various parliamentary groups within the Committee on Regional Policy, Transport and Tourism – and I would like to praise all my fellow committee members, from all the groups – as well as collaboration between the Commission, the Council and Parliament. Personally speaking, I am delighted that we have created such an ambitious document so quickly which today really gets the European rail system underway.
Bref, nous aboutissons aujourd'hui, je crois, à un texte qui est assez solide, assez rapidement opératoire, fort de l'expérience de la grande vitesse, et qui s'est nourri d'une collaboration exemplaire entre les différents groupes parlementaires au sein de la commission des transports - et je me permets de rendre hommage à l'ensemble de mes collègues des différents groupes - mais aussi entre la Commission, le Conseil et le Parlement, et, personnellement, je me félicite que l'on ait abouti si vite sur un dossier aussi ambitieux qui, aujourd'hui, met véritablement en marche l'Europe du rail.

With the very creative cooperation which there has been between the Commission and Parliament, perhaps we really shall find ourselves today before a decision which will be taken in record time, perhaps at first reading if there is ultimately agreement, and we shall have a final agreement between the three institutions on the regulation and its operation as quickly as possible.
Avec la très créative coopération qui a été de mise entre la Commission et le Parlement, peut-être aurons-nous véritablement aujourd’hui une décision prise en un temps record, éventuellement en première lecture en cas d’accord final. And I am pleased to see here several key figures in this most ambitious and challenging venture, that of forming one great market across the whole region of the Southern Cone - a market which is today in the process of microeconomic integration and tomorrow will surely be required to engage very quickly in macroeconomic integration.
