It should be recalled that in the statement that it adopted in Luxembourg on 9 October 2000 the Council stated that the European Union had decided to lift all the sanctions which had affected the FRY since 1998 with the exception of the provisions striking at the former President of the FRY, Mr Slobodan Milosevic, and the persons associated with him, as they still represent a danger to the consolidation of democracy in the FRY.

It is also unacceptable that President Slobodan Milosevic should refuse to recognize the frontiers of Bosnia, Croatia and the Former Yugoslav Republic of Macedonia until the issue of the lifting of sanctions can be dealt with.
D'autre part, nous constatons le refus du Président MILOSEVIC de reconnaître les frontières de Bosnie, Croatie et FYROM. Son exigence pour qu'il y soit d'abord question d'une levée des sanctions, n'est pas acceptable.

Indeed, we have supported actions taken by Canada and NATO and will continue to do so because we believe that by supporting those actions we send not only to Slobodan Milosevic but also to all proponents of ethnic cleansing and even genocide a clear message that we will not quietly stand by; we intend to make it very clear to them that such actions are unacceptable to the international community and its member states.
