Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). If during my mandate I would suspect or discover evidence of fraud, corruption or any other illegal activity, whether in the Netherlands or elsewhere, I would report my findings to the President of the Court, and I would inform the authorities at the European Anti-Fraud Office (OLAF) in accordance with Decision No. 97-2004 of the Court of Auditors. Considers that EMSA, FRONTEX, the Fisheries Agency and the Environment Agency have various instruments at their disposal which could usefully be combined to provide effective support to a European maritime policy; therefore urges the Commission not only to remove obstacles to cooperation between these agencies, but to formalise such cooperation in order to achieve the following: (1) safety at sea and the protection of the marine environment (including fisheries inspection), protection from terrorism, piracy and criminal acts at sea and illegal, unregulated and unreported (IUU) fishing; (2) coordinated fisheries inspections and equal enforcement throughout the EU with equal penalties and sanctions being applied in the courts of Member States (3) strict monitoring of compliance with designated shipping routes and prosecution for illegal discharges from ships; rapid, coordinated response in the event of an accident, deploying the necessary measures as soon as possible, including designating places of refuge and ports for emergency use and combating illegal immigration; reiterates its call, included in the final report of the Temporary Committee on improving safety at sea (MARE), for a European coastguard service to be set up and asks the Commission to come forward with the study on its feasibility as soon as possible;

– (DE) Mr President, I, too, voted against the Kratsa-Tsagaropoulou report, since I take the view that it blurs the dividing line between legal and illegal immigration, fails to draw an adequate distinction between our positions on the two and thereby, ultimately, constitutes a positive incitement to illegal immigration. I see that as politically misguided and as sending the wrong message.

J’ai l’impression qu’il favorise l’estompement de la limite entre immigration légale et illégale, qu’il n’établit pas de distinction claire entre nos positions y afférentes et, dès lors, finit par inciter à l’immigration clandestine. Ce rapport, qui envoie le mauvais message, constitue selon moi une erreur politique.

The reports required under Article 6(1) of Regulation (EC) No 377/2004 should enable the Commission to draw up its evaluation report on the situation in third countries where Member States’ immigration officers are posted and also its annual report on the development of a common policy on illegal immigration, smuggling and trafficking of human beings, external borders and the return of illegal residents.

4. The Commission shall, on the basis of the abovementioned reports include a factual summary in its annual report on the development of a common policy on illegal immigration, smuggling and trafficking of human beings, external borders and the return of illegal residents.

Where there is no legal immigration integration policy, when it takes months to obtain work permits, when United Nations reports tell us that our societies, our countries in Europe need a regular influx of hundreds of thousands of immigrants each year, immigrants which are not permitted to enter, not only in the highly-skilled new technology industries but also in the manual labour industries, restaurants and services, when we are under the illusion that we are banning everything and preventing all harm, we find ourselves overtaken by a flood of illegal immigration which is only illegal because it has, in actual fact, been banned by these laws.
