Although Canadian packers operate near maximum capacity, they have been faced with increased costs: with the closure of the Japanese and South Korean markets (which were Canada’s third and fourth most important markets, respectively, before the BSE crisis), carcass values dropped because of the loss of export markets for offal.[6] Packers also had to deal with increased costs for the removal and disposal of Specified Risk Materials and additional costs for rendering meat and bone products.[7] The Canadian Council of Grocery Distributors, which represents retailers, stated that profits are no greater than a year ago, and the pricing or saving that has been passed to the retailers from the packers has been passed on to the consumers in turn, notably by more aggressive promotion of beef products.
