Regulation (EU) No 99/2013 only sets the financial envelope for 2013, which is covered by the programming period 2007 to 2013, and invites the Commission to submit a legislative proposal introducing the financial allocation for the period 2014 to 2017 to the European Parliament and the Council no later than three months after the adoption of the multiannual financial framework for the period 2014 to 2020.

Points out that any change of the financial envelope for the LIFE Programme for the period from 2014 to 2020, compared to the original proposal by the Commission, will affect the budgetary breakdown of the Programme; considers that, if the financial envelope is increased, the additional budgetary resources should be used to increase the share of resources allocated to the sub-programme for Environment, the share of resources used for projects financed by action grants or innovative financial instruments, and the share of resources allocated to "traditional" projects;

Denounces the negotiating strategy of the Council, in which its negotiators were bound by conclusions of the European Council of 8 February 2013 in matters falling under the ordinary legislative procedure such as detailed allocation criteria, envelopes by programmes or beneficiary, as well as discretionary financial allocations adjusting the level of national returns from the Union budget, thus preventing both legislative arms from conducting proper negotiations;

Welcomes the Commission’s proposal to fix a maximum amount for Galileo in the MFF regulation, thereby ring-fencing the budgetary allocation for this project; believes, likewise, that the maximum amounts for ITER and GMES should also be fixed in the regulation; considers that the financial envelopes for these three projects should be allocated over and above the MFF ceilings, so as to make the provision of additional funding by Member States easier, if needed;
36. se félicite de la proposition de la Commission de fixer un montant maximum pour Galileo dans le règlement CFP, de façon à verrouiller la dotation budgétaire de ce projet; estime, de même, que les plafonds relatifs à ITER et au GMES devraient également être fixés dans le règlement; estime que les enveloppes financières destinées à ces trois projets devraient être allouées en sus des plafonds du CFP, de façon à permettre aux États membres d'octroyer plus aisément des crédits supplémentaires, si nécessaire;
