The idea was to extend the time allowed for someone to make a citizen's arrest, so that if the alleged theft happened at two o'clock and the person missed the offender right at that moment, at three, four or five o'clock the person would be able to make that citizen's arrest if the person was not able to secure some support from the police.
L'idée, c'était de prolonger le délai accordé à un citoyen pour faire une arrestation. Par exemple, si le présumé vol a été commis à 14 heures et que la personne n'a pas pu arrêter le contrevenant à ce moment-là, elle pourrait quand même procéder à l'arrestation dans les trois prochaines heures, si elle ne parvient pas à obtenir l'aide de la police.
