Is greatly concerned by the crisis which has gripped the Central African Republic (CAR) since 2003; reiterates its condolences to the families of the victims of the clashes; reiterates its support for the independence, unity and territorial integrity of the CAR; reiterates its support for the ceasefire which resulted from the Brazzaville Agreement, initiation of the ‘disarmament, demobilisation, reconciliation’ (DDR) process, the coming pluralist, transparent legislative and presidential elections, and specific action to protect human rights; recalls the importance of peoples’ right to self-determination without outside interference; calls for the swift withdrawal of French troops from the CAR and the closure of permanent foreign military bases in the country; calls for stronger checks on UN forces and an in-depth, impartial and transparent enquiry into allegations of abuse or crimes committed; is particularly concerned at the vague notions of transnational companies in the CAR, especially those engaged in the extraction of precious stones and the harvesting of timber; recalls the inalienable right of peoples to their natural resources and the obligation of companies to submit to international law; underlines the importance for the EU and its Member States to commit fully – particularly in the Human Rights Council (HRC) – to the establishment by the UN of a binding instrument to be used against companies which fail to respect human rights;
46. est alarmé par la situation de crise que vit la République centrafricaine (RCA) depuis 2003; réitère ses condoléances aux familles des victimes de ces affrontements; réitère son soutien à l'indépendance, à l'unité et à l'intégrité territoriale de la RCA; réitère de nouveau son soutien au respect du cessez-le-feu de l'accord de Brazzaville, à la mise en marche du processus "Désarmement, Démobilisation, Réconciliation" (DDR), à la tenue prochaine d'élections législatives et présidentielles pluralistes et transparentes, ainsi qu'à des actes concrets pour la protection des droits de l'homme; rappelle l'importance du droit à l'autodétermination des peuples, et ce sans ingérence extérieure; demande le retrait rapide des troupes françaises de RCA et la fermeture des bases militaires étrangères permanentes présentes sur son territoire; appelle à un contrôle renforcé des forces des Nations unies, ainsi qu'à une enquête approfondie, impartiale et transparente sur les allégations d'abus ou de crimes commis; est particulièrement inquiet des velléités des entreprises transnationales en RCA, notamment des entreprises d'extraction de pierres précieuses et de bois; rappelle le droit inaliénable des peuples à disposer de leurs ressources naturelles et l'obligation des entreprises de se soumettre au droit international; souligne l'importance pour l'Union et ses États Membre, notamment au sein du CDH, de s'engager pleinement dans l'élaboration par les Nations unies d'un instrument contraignant à l'encontre des entreprises ne respectant pas les droits de l'homme;

Calls on all countries in the region to act swiftly to tackle the persistent reports of alleged arbitrary arrests, ill-treatment and abuses, in spite of legislation prohibiting such practices; expresses particular concern over the reports of torture in detention centres and the arbitrary arrests of thousands of migrants in Mauritania, as well as the authorities’ refusal after two years to communicate the whereabouts of certain convicted prisoners to their families; expresses alarm also at reports in Chad of mass ill-treatment in detention, detention without trial, and hundreds of forced evictions in N’Djamena, in addition to the forced disappearance of prisoners; points out that forced disappearances are considered a war crime under the Rome Statute; condemns the reports of extremely poor conditions in some of the region’s prisons, particularly in Chad and Mali, which lack basic healthcare and inflict great suffering on inmates; calls on the Sahel countries to improve living conditions for prisoners and, in particular, to guarantee the safety and security of the most vulnerable groups, such as women and children; draws attention, moreover, to the recent death sentences imposed by the Malian judiciary for crimes including robbery, criminal association and the illegal possession of firearms;
39. demande à tous les pays de la région de réagir rapidement aux informations persistantes faisant état d'arrestations arbitraires, de mauvais traitements et d'abus, en dépit des lois interdisant ces pratiques; se dit particulièrement préoccupé par les informations faisant état de tortures dans les centres de détention et d'arrestations arbitraires de milliers de migrants en Mauritanie, ainsi que du refus des autorités d'indiquer aux familles, après deux ans, où se trouvent certains détenus condamnés; exprime également son inquiétude face aux informations provenant du Tchad faisant état de mauvais traitements de masse dans les prisons, de détentions sans procès et de centaines d'expulsions forcées à N'Djamena, en sus des disparitions forcées de prisonniers; souligne que les disparitions forcées sont considérés comme des crimes de guerre au titre du Statut de Rome; condamne les informations faisant état de conditions de détention désastreuses qui caractérisent certaines prisons de la région, en particulier au Tchad et au Mali, qui n'offrent pas les soins de santé élémentaires et infligent ainsi des souffrances considérables aux détenus; demande aux États du Sahel d'améliorer les conditions de vie des prisonniers, et notamment d'assurer la sécurité des groupes les plus vulnérables comme les mineurs et les femmes; attire enfin l'attention sur les récentes condamnations à mort prononcées par le pouvoir judiciaire malien pour des crimes comme le vol, l'association de malfaiteurs et la possession illégale d'armes à feu;
