Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. Identification of the psychoactive substance should be based on as many sources of information as possible. Definition: The common themes that are shared by dissociative or conversion disorders are a partial or complete loss of the normal integration between memories of the past, awareness of identity and immediate sensations, and control of bodily movements. All types of dissociative disorders tend to remit after a few weeks or months, particularly if their onset is associated with a traumatic life event. (Le document est déposé) Question n 224 Mme Kirsty Duncan: En ce qui concerne l’exploitation des sables bitumineux et ses répercussions sur les collectivités autochtones: a) le gouvernement a-t-il mené des études sur les répercussions possibles de l’industrie des sables bitumineux sur (i) la terre, l’eau, la flore et la faune, (ii) les moyens de subsistance, les droits inhérents et issus de traité et les droits constitutionnels des Autochtones et, si oui, lesquelles, et quand et quels ont été leurs résultats; b) quelles politiques de consultation et de prise en compte des intérêts des Autochtones concernant les sables bitumineux le gouvernement a-t-il élaborées en partenariat avec les peuples autochtones pour assurer l’obtention de leur consentement libre, préalable et informé et comment s’assure-t-il que ces politiques sont (i) conçues en partenariat avec les peuples autochtones, (ii) compatibles avec la Déclaration des Nations Unies sur les droits des peuples autochtones; c) le gouvernement a-t-il mené des consultations auprès des peuples autochtones au sujet des répercussions possibles de l’exploitation des sables bitumineux sur les droits de l’article 35 et, si oui, lesquelles, quand et en présence de qui et quels ont été leurs résultats ou conclusions; d) le gouvernement s’assure-t-il que les peuples autochtones sont consultés précocement dans le processus décisionnaire relatif à l’exploitation des sables bitumineux et, si oui, comment s’y prend-il; e) quelles consultations le gouvernement a-t-il menées auprès des peuples autochtones de façon précoce dans le processus décisionnaire relatif à l’exploitation des sables bitumineux et comment chacune d’entre elles répond-elle à son critère de « consultation précoce »; f) quelles contestations judiciaires les collectivités des Premières nations ont-elles intentées contre le gouvernement à l’égard de l’exploitation des sables bitumineux et quel est le motif déclaré de chacune; g) le gouvernement a-t-il mené des ...

(Return tabled) Question No. 154 Mrs. Carol Hughes: With regard to surplus lighthouses being made available under the Heritage Lighthouse Protection Act: (a) concerning the land surrounding the light stations, (i) will the Treasury Board Decision #828161 allow “sponsors” to proceed with plans to use the land to make the sites economically self-supporting, (ii) will up-to-date surveys be conducted of all properties prior to transfer; (b) concerning the contaminated or toxic sites that are reported to be present on all light stations, (i) will “sponsors” be shown where they are, told what they are composed of, and given written assurance by the Ministry of the Environment that all dangerous materials have been removed; and (c) concerning the cost of bringing the buildings “up to standard” as outlined by building inspectors (Maintenance Cost Studies), (i) will monies be made available to cover this cost, (ii) what kind of financial and advisory support will be provided to assist the “sponsors” in employing the approved methods of care and development of the sites to meet heritage specifications, (iii) will the government be establishing a fund under the auspices of Heritage Canada, whereby “sponsors” of lighthouses can apply for “renovation funds” if local fund-raising efforts need topping up?
(Le document est déposé) Question n 154 Mme Carol Hughes: En ce qui concerne la liste des phares excédentaires rendus disponibles en vertu de la Loi sur la protection des phares patrimoniaux: a) à propos des terrains entourant les stations de phare, (i) est-ce que la décision no 828161 du Conseil du Trésor permet aux « parrains » de se lancer dans des projets visant à utiliser les terrains pour rendre les sites économiquement viables, (ii) va-t-on réaliser de nouvelles enquêtes sur toutes les propriétés avant de procéder aux transferts; b) quant aux terrains contaminés ou toxiques de toutes les stations de phare, (i) les « parrains » seront-ils informés des lieux précis et de la nature de la contamination, et obtiendront-ils la garantie écrite du ministre de l’Environnement que les terrains auront été débarrassés de toutes les matières dangereuses; c) à propos du coût des efforts de « mise aux normes » des bâtiments définis par les inspecteurs en bâtiment (études sur les frais d’entretien), (i) va-t-on débloquer des fonds pour couvrir les dépenses afférentes, (ii) quel type d’aide financière ou de soutien va-t-on accorder aux « parrains » pour leur permettre d’appliquer les procédures approuvées d’entretien et de développement de ces sites dans le respect des caractéristiques patrimoniales, (iii) le gouvernement va-t-il créer un fonds, géré par Héritage Canada, auquel les « parrains » de phares pourront s’adresser afin d’obtenir des « fonds pour la restauration », advenant le cas où les campagnes de financement locales ne permettraient pas de recueillir tout l’argent nécessaire?
