Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. The Interim Agreement on trade and trade-related matters between the European Community, the European Coal and Steel Community and the European Atomic Energy Community, of the one part, and Turkmenistan, of the other part, together with its Annexes, the Protocol and the declarations, and the [Exchange of Letters between the European Community and Turkmenistan amending the Interim Agreement on trade and trade-related matters between the European Community, the European Coal and Steel Community and the European Atomic Energy Community, of the one part, and Turkmenistan, of the other part as regards the authentic language versions], which amends Article 31 of this Interim Agreement on trade and trade-related matters are hereby approved on behalf of the European Community.

(2) Article 31 of this Interim Agreement on trade and trade-related matters should be amended in order to take into account the new official languages of the Community since the signature of this agreement, through the conclusion of the [Exchange of Letters between the European Community and Turkmenistan amending the Interim Agreement on trade and trade-related matters between the European Community, the European Coal and Steel Community and the European Atomic Energy Community, of the one part, and Turkmenistan, of the other part as regards the authentic language versions].

Directive 2002/19/EC of the European Parliament and of the Council of 7 March 2002 on access to, and interconnection of, electronic communications networks and associated facilities (Access Directive) , Directive 2002/20/EC of the European Parliament and of the Council of 7 March 2002 on the authorisation of electronic communications networks and services (Authorisation Directive) , Directive 2002/21/EC of the European Parliament and of the Council of 7 March 2002 on a common regulatory framework for electronic communications networks and services (Framework Directive) , Directive 2002/22/EC of the European Parliament and of the Council of 7 March 2002 on universal service and users' rights relating to electronic communications networks and services (Universal Service Directive) and Directive 2002/58/EC of the European Parliament and of the Council of 12 July 2002 concerning the processing of personal data and the protection of privacy in the electronic communications sector (Directive on privacy and electronic communications) (hereinafter together referred to as ‘the 2002 regulatory framework for electronic communications’) aim to create an internal market for electronic communications within the Community while ensuring a high level of consumer protection through enhanced competition.

To all those who had the privilege of serving with Senator Peter Bosa; to all those who had the privilege to be his friend; to all those of the Italian-Canadian community for whom he worked tirelessly; for all the cultures whose deep, historic roots he so constantly defended, whether it was as Chairman of the Canadian Consultative Council on Multiculturalism or as co-founder of the Chair in Canadian-Italian Studies at York University; whether it was as alderman in his beloved City of York or here in the Senate of Canada, yes, the answers coming from all the high court of history would be resounding in their praise, because Senator Bosa's life contribution to people and community and country was all about the real things in life: It was about integrity and honour; it was about love and dedication; it was about courage, compassion, equity and commitment.

The TRC is authorized and required to inform all Canadians about the history and ongoing legacy of residential schools; to give an opportunity to all former students, staff and all those affected by the schools to participate in the telling of the history through national and community events and statement-gathering; to hold seven national public education and commemorative events as well as regional and community events; to collect every record that is relevant to the history and impact of the schools; to conduct original research that builds upon previous research and to prepare reports based on this work; to establish a national research centre that would make accessible to all Canadians all of the statements, research and other materials that have been collected by the commission; and last, but most important, to guide and inspire a process of healing and reconciliation within Aboriginal families and communities and between Aboriginal and non-Aboriginal people in this country.
