Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

That, in the opinion of this House, the government should impress upon the Government of Ukraine to ensure a fully transparent election process by: (a) providing free access for Ukrainian and international election observers, multiparty representation on all election commissions, unimpeded access by all parties and candidates to the media, freedom of candidates and media from intimidation and/or harassment, and a transparent process for complaint and appeals through electoral commissions and the courts; (b) guaranteeing election monitors from the Office of the Democratic Institutions and Human Rights, other participating States of the Organization for Security and Cooperation in Europe, Ukrainian political parties, candidates' representatives, non-governmental organizations, and other private institutions and organizations, both foreign and domestic; and (c) providing unobstructed access to all aspects of the election process for the Ukrainian presidential election of October 31, 2004 and a potential second round election on November 21, 2004.

Sur ce, le Président fait connaître que, lorsque les Communes se sont rendues au Sénat, il a, en leur nom, réclamé la reconnaissance de leurs droits et privilèges incontestables, notamment la liberté de parole dans les débats, l'accès auprès de la personne de Son Excellence en tout temps convenable, et que leurs délibérations soient interprétées par Son Excellence de la manière la plus favorable et qu'il a plu à Son Excellence le gouverneur général de déclarer qu'Elle a pleine confiance dans la loyauté et l'attachement de la Chambre des communes envers la personne et le gouvernement de Sa Majesté et, ne doutant nullement que ses délibérations seront marquées au coin de la sagesse, de la modération et de la prudence, Elle lui accorde, et en toute occasion saura reconnaître, ses privilèges constitutionnels et d'assurer les Communes qu'elles auront, en toute occasion convenable, libre accès auprès de Son Excellence, et que leurs délibérations, ainsi que leurs paroles et leurs actes seront toujours interprétés par Elle de la manière la plus favorable.

The Council TAKES NOTE that during the same debate the European Parliament signified its agreement to the Commission's interpretation of this text" (iii) Statement re first indent of Article 4, point (c), of the Directive dealing with conditional access to digital television and reading as follows: "Member States shall take all the necessary measures to ensure that the operators of conditional access services, irrespective of the means of transmission, who produce and market access services to digital television services: - offer to all broadcasters, on a fair, reasonable and non-discriminatory basis, technical services enabling the broadcasters' digitally-transmitted services to be received by viewers authorized by means of decoders administered by the service operators, and comply with Community competition law, in particular if a dominant position appears; "". The Council and the Commission state that the first indent of Article 4, point (c): - applies to any provider of conditional access services operating on a cable, terrestrial or satellite broadcasting network in relation to broadcasters who have access to that network under the national procedures in force and wish to benefit from that conditional access service; - does not seek to impose an obligation to offer to any broadcaster access for television services to packages or tiers of television services configured and/or administered by the provider, or services involving transparent distribution to subscribers; - only requires Member States to ensure that broadcasters may have access to conditional access services and that the obligation in Article 4, point (c) does not extend to the underlying network.
Le Conseil PREND ACTE du fait qu'au cours du même débat, le Parlement européen a marqué son accord sur l'interprétation de ce texte faite devant lui par la Commission". iii) Déclaration relative à l'article 4, point c), premier tiret de la directive qui traite de l'accès conditionnel à la télévision numérique et qui se lit comme suit: " les Etats membres prennent toutes mesures pour que les opérateurs de services d'accès conditionnel, indépendamment des moyens de transmission, qui produisent et commercialisent des services d'accès aux services de télévision numérique : - proposent à tous les diffuseurs, à des conditions équitables, raisonnables et non discriminatoires, des services techniques permettant que leurs services de télévision numérique soient captés par les téléspectateurs autorisés par l'intermédiaire de décodeurs gérés par les opérateurs de services, et se conforment au droit communautaire de la concurrence, notamment dans le cas où une position dominante apparaît" "Le Conseil et la Commission déclarent que l'article 4, point c), premier tiret : - s'applique à tout fournisseur d'un service d'accès conditionnel opérant sur un réseau de diffusion par câble, terrestre ou satellite vis-à-vis des radiodiffuseurs ayant accès d'après les procédures nationales en vigueur audit réseau et désireux de bénéficier de ce service d'accès conditionnel ; - ne vise pas à imposer l'obligation d'offrir à tout diffuseur un accès, à des fins de services de télévision, à des ensembles ou niveaux de services de télévision composés et/ou gérés par le fournisseur ou à des services impliquant une distribution transparente aux abonnés ; - exige seulement des Etats membres qu'ils s'assurent que les diffuseurs puissent accéder aux services d'accès conditionnel et que l'obligation prévue à l'article 4 point c) ne s'étend pas au réseaux sous-jacent.
