Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). In this context, the Council has adopted Regulation (EC) No 2252/2004 of 13 December 2004 on standards for security features and biometrics in passports and travel documents issued by Member States , which represents an important step towards the use of new elements which render passports and travel documents more secure and establish a more reliable link between the holder and the passport or travel document, thus making an important contribution to ensuring that passports and travel documents are protected against fraudulent use.

Catch documents, and any related documents, validated in conformity with catch documentation schemes adopted by a regional fisheries management organisation which are recognised as complying with the requirements laid down in this Regulation, shall be accepted as catch certificates in respect of the fishery products from species to which such catch documentation schemes apply and shall be subject to the check and verification requirements incumbent upon the Member State of importation in accordance with Articles 16 and 17 and to the provisions on refusal of importation laid down in Article 18.

Without prejudice to paragraph 2 of this Article, the Commission may require undertakings and associations of undertakings which produce documents or statements pursuant to Regulation (EC) No 1/2003 to identify the documents or parts of documents which they consider to contain business secrets or other confidential information belonging to them and to identify the undertakings with regard to which such documents are to be considered confidential.

The Commission has already taken or is in the process of taking the following measures: - wider consultations before presenting proposals, in particular publication of Green or White Papers on the topics listed in the 1993 legislative programme; - flagging in the legislative programme of upcoming proposals which would appear to be suitable for wide-ranging preliminary consultations; - introduction of a notification procedure, consisting of the publication in the Official Journal of a brief summary of any measure planned by the Commission, with the setting of a deadline by which interested parties may submit their comments; - publication of work programmes and legislative programmes in the Official Journal to publicize action planned by the Commission; - finalization of the work programme by October with a view to enhancing openness; - publication in the legislative programme of plans for the consolidation of Community legislation; - provision of easier public access to documents held by the Commission with effect from 1 January 1994; - improving knowledge of existing databases and their accessibility, including improving the existing relay network; - publication each week in the Official Journal of lists of documents on general topics; wider public access to documents on specific topics; - preparation of an interinstitutional yearbook giving details of each institution's organization chart; - faster publication of Commission documents in all Community languages; - adoption of a new information and communication policy occupying a larger place in Commission activities; enhanced co-ordination of information activities both inside and outside the Commission; - adoption of additional measures to facilitate the general public's understanding of Commission business, in particular by making available the necessary resources and equipment to provide a suitable response to requests from the media; - improvement in the treatment of telephone, mail and personal ...

Point 3 (1) Requests for admission must be submitted to the authorities of the host Member State which are competent under national law through the consular or diplomatic representation of the State or through another national competent authority designated for this purpose in the home country or the country of origin of the person seeking admission to pursue activities as a self-employed person (2) They must be accompanied by information which can be used to assess whether the planned activity meets the preconditions referred to under point 2, and also by documentary evidence that the activity will be carried out in accordance with the relevant national legislation (3) The following could for example be required for assessing the preconditions referred to under point 2 in accordance with national legislation: - documents indicating the nature, scale and duration of the activity the person wishes to engage in; - documents indicating the number of staff likely to be required; - a description of the premises where the activity will be carried out, which should be appropriate for it; - evidence of the funds available for the intended purpose (4) The following could for example be required for assessing compliance with legislation in force, in accordance with national legislation: - proof that the self-employed person meets the conditions of the host Member State regarding professional qualifications and access to the occupation; - in the case of companies or firms, the instrument of incorporation, evidence of publication or registration thereof, and the names of the directors and managerial staff and of the associates authorized to act on their behalf; - proof such as police documentation or similar documents, showing the integrity of the person concerned.
Point 3 1) La demande d'admission doit être adressée aux autorités de l'Etat membre d'accueil ayant compétence en vertu du droit national via la représentation consulaire ou diplomatique de cet Etat ou via une autre autorité nationale compétente désignée à cet effet dans l'Etat d'origine ou de provenance de la personne souhaitant être admise afin d'exercer une activité professionnelle indépendante. 2) Elle doit être accompagnée de renseignements permettant de vérifier si l'activité envisagée répond aux conditions énoncées au point 2, ainsi que de documents attestant que l'activité sera exercée conformément à la législation nationale applicable en la matière. 3) Pour déterminer si les conditions énoncées au point 2 sont remplies, on peut par exemple exiger les documents ci-après, conformément à la législation nationale : - des documents relatifs à la nature, à l'ampleur et à la durée de l'activité envisagée ; - des documents relatifs aux besoins estimés en main-d'oeuvre ; - une description des lieux où s'exercera l'activité, ces lieux devant convenir à l'activité envisagée ; - des justificatifs des moyens financiers disponibles pour la réalisation de l'activité envisagée. 4) Pour déterminer si les législations en vigueur sont respectées, on peut par exemple exiger les documents ci-après, conformément à la législation nationale : - la preuve que le travailleur indépendant remplit les conditions de l'Etat membre d'accueil en matière de qualification et d'accès à la profession ; - pour une société, l'acte constitutif, sa publication ou son enregistrement, ainsi que l'identité des administrateurs, des gérants et des associés ayant qualité pour représenter la société ; - des pièces justificatives telles que des documents émanant de la police ou autres documents similaires, attestant de l'intégrité de l'intéressé.
