Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). The deadline for doing so was 31 December 2013.The aim of this legislation - which is part of the so-called "Six-Pack" to improve economic governance in the EU - is to ensure that countries strengthen their domestic budgetary frameworks and implicitly the robustness of their fiscal policy ('Budgetary framework' refers to the set of arrangements, procedures, rules and institutions that underlie the conduct of budgetary policies of general government.) The scope of the Directive includes measures such as the timely publication of reliable and detailed fiscal data (which is crucial for budgetary surveillance), introducing national numerical fiscal rules, reinforcing the medium-term budgetary planning or enhancing the reliability and transparency of macroeconomic and budgetary forecasts.

The purpose of this Agreement, adopted in accordance with Article 295 of the Treaty on the Functioning of the European Union (TFEU), is to implement budgetary discipline and improve the functioning of the annual budgetary procedure and cooperation between the institutions on budgetary matters as well as to ensure sound financial management.

The purpose of this Agreement is to implement budgetary discipline and to improve the functioning of the annual budgetary procedure and cooperation between the institutions on budgetary matters as well as to ensure sound financial management.

According to this recommendation: (i) The French government should take all the appropriate measures in order to ensure that the general government deficit does not breach the 3% of GDP threshold in 2003; (ii) Adopting measures apt to improve the cyclically-adjusted budgetary position by at least 0.5 percentage point of GDP would not only reduce the risk for the general government deficit to breach the 3% of GDP threshold in 2003, but also contribute to resuming a budgetary consolidation path towards a close to balance position as from 2003; (iii) Continuous adjustment in the underlying budgetary position by at least 0.5% of GDP per year should be pursued also in subsequent years in order to achieve the medium-term budgetary position of close to balance or in surplus by 2006.

(18) This Regulation lays down, for the entire duration of the programme, a financial framework constituting the prime reference, within the meaning of point 33 of the Interinstitutional Agreement of 6 May 1999 between the European Parliament, the Council and the Commission on budgetary discipline and improvement of the budgetary procedure(13), for the budgetary authority during the annual budgetary procedure.

While following the Agenda 2000 model (cuts in the intervention price and partial compensation) would have the benefit of ensuring more coherence with other arable crops and would to some extent reduce the burden to consumers of the current regime, the very significant budgetary consequences preclude this option. A 25% price cut - necessary for a real effect on production - combined with 50% compensation to producers would have an additional direct budgetary cost of 1125 million EURO - which are not foreseen in the budgetary farmework . A 25% reduction in prices would also represent an income loss of 250 million EURO for the ACP countries based on the guarantees they receive under the present system.

It therefore suggests that rules governing the application of budgetary discipline to non-compulsory expenditure should be set out in a joint decision of the budgetary authority at the beginning of each year's budgetary procedure.

The Commission intends to tighten budgetary discipline in this sector thanks to - a reduction in the overall-allocations in many budget heading, resulting from overestimates of spending capacity, - stricter compliance with the principle of budget annuality and an improvement in budget transparency, - a better match between budget spending and the aims being pursued. d) The Interinstitutional Agreement The Commission considers that tighter budgetary discipline presupposes a consensus between all the parties involved and that in future the budgetary procedure must take place in an atmosphere of trust between the Council, Parliament and the Commission.
