Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). H. whereas a policy to reduce alcohol-related harm and support responsible alcohol consumption, tailored to specific local and regional situations, would result in a reduction in healthcare and social spending related to the direct and indirect effects of alcohol-related harm, such as alcohol addiction, chronic diseases, mortality and domestic violence, as well as alcohol-related costs; whereas a policy for reducing alcohol-related harm should involve not only the health sector but also relevant stakeholders, including associations supporting people suffering from alcoholism, and should be fully consistent with the principles of subsidiarity and Health in All Policies, while ensuring significant improvements in public health;

Points out that Member States are currently able to introduce obligatory health warnings for alcoholic beverages; recalls that front of pack labels may include the warnings that alcohol can cause serious health and mental health problems, that alcohol is addictive and that alcohol consumption during pregnancy may be harmful to the foetus; notes also that health warnings on alcohol may require European harmonisation similar to health warnings on tobacco and ask the Commission therefore to publish before 1 January 2010 either a legislative proposal to introduce health warnings on alcoholic beverages, or a communication to explain why in contrast to health warnings on tobacco, the introduction or harmonisation of health warnings on alcohol is not necessary; suggests that health warnings could in particular warn against the dangers related to alcohol consumption during pregnancy;

One of the main arguments put forward by the Council and the Commission to increase the minimum rates of excise duty on alcohol and alcoholic beverages is the need to reduce distortions of competition and to promote the single market. However, the impact of such an increase in minimum rates would be minimal as significant disparities would continue to exist between Member States.
