IN-CONTEXT TRANSLATIONS

1. By 4 December 2012, Member States shall take all necessary measures in order to ensure the Ö establishment and Õ implementation of functional airspace blocks ð based on integrated provision of air traffic services ï with a view to achieving the required capacity and efficiency of the air traffic management network within the sSingle European sSky and maintaining a high level of safety and contributing to the overall performance of the air transport system and reduced environmental impact.

The timelines for maritime spatial plans and integrated coastal management strategies should therefore be as coherent as possible with the timetables set out in other relevant legislation, especially: Directive 2009/28/EC, which requires that Member State shall ensure that the share of energy from renewable sources in gross final consumption of energy in 2020 is at least 20 % and which identifies coordination of authorisation, certification and planning procedures, including spatial planning as an important contribution to achievement of the EU’s renewable energy targets; Directive 2008/56/EC and Annex A(6) to Decision 2010/477/EU, which requires that Member States shall take the necessary measures to achieve or maintain good environmental status in the marine environment by 2020 and which identify maritime spatial planning as a tool to support the ecosystem-based approach to the management of human activities in order to achieve good environmental status; Decision 884/2004/EC of the European Parliament and of the Council amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network which requires that the trans-European transport network shall be established by 2020 by integrating Europe's land, sea and air transport infrastructure networks.

– (FR) Mr President, I would like to thank the Members who spoke earlier to highlight all the shortcomings of European air transport integration in connection with the use of air space, ground structures and trade networks.

Supports the two priority initiatives on maritime transport and air transport; recalls that administrative simplification for short sea shipping is an essential lead-up factor to the real development of this mode of transport, which is a fundamental link in the establishment of an integrated, coherent and sustainable network system; is pleased with the various proposals aimed at promoting the greater effectiveness of air transport management, leading to a significant reduction in costs, delays and greenhouse gas emissions;

The Commission White Paper on the European transport policy calls for an integrated approach combining, inter alia, measures to revitalise the rail sector, in particular for freight services, to promote inland waterway shipping and short sea shipping, to encourage greater complementarity between high speed rail and air transport and to promote the development of interoperable intelligent transport systems in order to ensure increased network efficiency and safety.
Le livre blanc de la Commission relatif à la politique européenne des transports préconise une approche intégrée combinant entre autres des mesures visant à revitaliser le secteur ferroviaire, en particulier le fret, à promouvoir la navigation intérieure et le transport maritime à courte distance, à encourager une plus grande complémentarité entre les trains à grande vitesse et le transport aérien, et à promouvoir le développement des systèmes de transport intelligents interopérables afin d'assurer une efficacité et une sécurité accrues du réseau.

- Increasing operational capacity and safety of the air transport system: The objective is to optimise airspace and airport utilisation, and consequently reduce flight delays, through a seamlessly integrated European air traffic management system, which would facilitate the achievement of the "Single European Sky" initiative.

Increasing operational capacity and safety of the air transport system: the objective is to optimise airspace and airport utilisation in order to reduce flight delays, through an integrated air traffic management system (Single European Sky).The research activities are focusing on on-board and ground communication, navigation and surveillance systems and the introduction of new concepts, including the free-flight concept, in the future European ATM (air traffic management) system.

Welcomes the introduction of cooperation arrangements between air and rail transport; considers that the development of air transport in Europe should be planned in the context of an international approach aimed at greater integration of airports into the trans-European transport networks while enhancing the role of rail transport, with a view to resolving the capacity problems affecting numerous airports;
