Four main reasons can be highlighted: European and international economic integration; the development of new technologies, particularly in the information and communication areas; the demographic ageing of European societies, together with still relatively low average employment rates and high long-term unemployment, which put at risk the sustainability of social protection systems; and the development of segmented labour markets in many countries[2] where both relatively protected and unprotected workers coexist ("insiders" and "outsiders").

Remains deeply concerned about the widespread and systematic violation of human rights; calls on the EU and the international community to enhance the protection of civilians, including humanitarian workers and medical personnel; urges the international community to find a solution to the ongoing insecurity and law-and-order problems in the refugee camps by setting up a new security initiative within the camps; urges all parties to the conflict to respect international humanitarian law and to facilitate humanitarian access to allow aid workers inside and outside the country to cope with growing needs; supports the High Representative’s condemnation of terrorist attacks of any kind;

Regrets that Europeans still encounter too many barriers in moving around Europe; stresses the need to facilitate the free movement of citizens in all senses: workers, professionals, business people, researchers, students and retired people; urges the Commission and the Member States to abolish all legal, formal and financial barriers so as to implement free movement of citizens and workers inside the EU;

Stresses the importance of encouraging the free movement of workers within the Single Market; points out that the mobility of workers inside the Union's borders is a major element promoting the competitiveness of businesses, and that it stimulates innovation by means of exchanges of expertise and increased competition;
