Asks the Commission to bear in mind the need to maintain a balance between the risks and the benefits, in particular as regards the management of conflicts of interest on the one hand, and the objective of obtaining the best possible scientific advice on the other; notes with concern, furthermore, that the adoption of ethical standards, codes and guidelines does not guarantee the absence of conflicts of interest; observes that this will require the implementation of simple and applicable standards, together with regular and effective ex ante and ex post controls and clear sanctions, thereof, in the context of a culture of honesty, integrity and transparency;

If the Commission considers that the framework guideline does not contribute to non-discrimination, effective competition and the efficient functioning of the market, it may request the Agency to review the framework guideline within a reasonable period of time and re-submit it to the Commission.

Si la Commission estime que l’orientation-cadre ne contribue pas à garantir un traitement non discriminatoire, une concurrence effective et le fonctionnement efficace du marché, elle peut demander à l’agence de réexaminer cette orientation dans un délai raisonnable et de la lui soumettre à nouveau.
