The initiative concerned is general in scope and comprises three components: - a moratorium on the export of mines, aimed at affirming the Union's commitment externally; - preparation for the Review Conference on the 1980 Convention on "inhuman weapons", including indication of the objectives which the Union will be pursuing at that Conference; this will mainly involve a tightening of the bans and limitations provided for in Protocol No 2, which covers mines; - a major Union contribution to international mine clearance; this will consist of participation in the funding of the International Conference on mine clearance organized under the aegis of the United Nations Secretary-General, a contribution to the United Nations mine-clearance fund and, finally, mine-clearance operations by the Union itself.

The measures to be implemented are : - reclamation of land and buildings owned by the Kempense Steenkoolmijnen; - protection of the ground water area of Maasmechelen; - reclamation of land and buildings damaged by coal mining activity outside K.S.; - renovation and modernization of social and economic infrastructures in the mining villages, such as roads, sewerage,.- creation of new vocational training centres and reconversion of former mining-schools into new training centres; - new economic activities such as S.M.E. deveopment, advanced factories tourism facilities such as the creation of a mine museum, are planned after realization of reclamation investments.
