This Regulation lays down rules concerning the use of textile fibre names and related labelling and marking of fibre composition of textile products as well as rules concerning the determination of the fibre composition of textile products by quantitative analysis of binary and ternary textile fibre mixtures with a view to improving the functioning of the internal market and to providing accurate information to consumers.
Le présent règlement établit les règles relatives à l'utilisation des dénominations de fibres textiles et à l'étiquetage et au marquage correspondants des produits textiles au regard de leur composition en fibres, ainsi que les règles relatives à la détermination de la composition en fibres des produits textiles au moyen de l'analyse quantitative des mélanges binaires et ternaires de fibres textiles, dans le but d'améliorer le fonctionnement du marché intérieur et de fournir des informations précises aux consommateurs.

This Regulation lays down rules concerning the use of textile fibre names and related labelling and marking of fibre composition of textile products, rules concerning the determination of the fibre composition of textile products by quantitative analysis of binary and ternary textile fibre mixtures as well as rules concerning the labelling or marking of non-textile parts of animal origin and the indication of the country of origin of textile products, with a view to improving the functioning of the internal market and to providing accurate information to consumers.

2. A textile product composed of two or more fibres, none of which accounting for as much as 85 % of the total weight, shall be labelled or marked with at least the name and percentage by weight of the fibres with the highest and next highest percentage by weight of the product, immediately followed by the names of the other constituent fibres in descending order of the percentage by weight, with or without an indication of their percentage by weight.

Un produit textile composé de deux fibres ou plus dont aucune ne représente 85 % du poids total comporte, sur l'étiquette ou le marquage, au moins la dénomination et le pourcentage en poids des deux principales fibres en poids qui entrent dans la composition du produit, immédiatement suivis de l'énumération des dénominations des autres fibres qui composent le produit par ordre d'importance décroissante, avec ou sans indication de leur pourcentage en poids.

In order to keep down the expenditure incurred in applying this Regulation, a stabiliser mechanism should be introduced for both types of fibre obtained, i.e. long flax fibre and short flax fibre and hemp fibre.

In view of the differences between the market for long flax fibre and the market for short flax fibre and hemp fibre, the aid should be differentiated according to which of the two types of fibre is obtained.

2. The term "natural fibres" includes horsehair of heading No 0503, silk of heading Nos 5002 and 5003 as well as the wool fibres, fine or coarse animal hair of heading Nos 5101 to 5105, the cotton fibres of heading Nos 5201 to 5203 and the other vegetable fibres of heading Nos 5301 to 5305.
