IN-CONTEXT TRANSLATIONS

As part of the process of simplifying the Common Agricultural Policy, and alongside the development and adoption of the Single CMO Regulation (Council Regulation (EC) No 1234/2007), which replaced the 21 existing common market organisations (CMOs) for different branches of agriculture and laid down common standards for the management of agricultural markets, the marketing of agricultural products and EU exports and imports, the Council negotiated a reform of wine sector policy (Regulation (EC) No 479/2008), which is now fully incorporated into the Single CMO Regulation.
Dans le contexte de simplification de la politique agricole commune, parallèlement à l'élaboration et à l'adoption du règlement "OCM unique" (règlement (CE) n 1234/2007 du Conseil), qui s'est substitué aux vingt-et-une organisations communes de marché (OCM) des différentes filières agricoles et prévoit des normes communes pour la gestion des marchés agricoles, pour la commercialisation des produits agricoles, ainsi que pour les exportations et importations de l'Union, le Conseil a négocié une réforme de la politique du secteur vitivinicole (règlement (CE) n 479/2008), désormais pleinement intégrée dans le règlement "OCM unique".

1. During the period laid down in Article 204(2) and (3) of Council Regulation (EC) No 1234/2007 of 22 October 2007 establishing a common organisation of agricultural markets and on specific provisions for certain agricultural products (Single CMO Regulation) (7), the following sugar produced in excess of the quota referred to in Article 61 of that Regulation shall be exempted from import duties within the limit of the forecast supply balance referred to in Article 2 of this Regulation:

As far as I am concerned, it is the result of a compromise achieved through the desire of the members of the Committee on Agriculture to preserve the key provisions on the management of agricultural markets laid down by the common agricultural policy, whilst allowing us to move towards a form of agriculture that gives greater consideration to the general interest.

The requisite good farming practice to ensure coexistence must therefore unavoidably be laid down in Community law so that all those involved in the common agricultural market are placed on an equal footing and distortions of competition are avoided, in other words so that a common internal market for agricultural products is maintained.

Our group also welcomes the adoption of its amendment by the Committee on Budgets, an amendment seeking to increase by EUR 20 million the appropriations facilitating the establishing of young farmers in rural areas, an initiative which is proving very successful in France.

Notwithstanding Article 92 of this Agreement and Article 5 of the WTO Agreement on Agriculture, if, given the particular sensitivity of the agricultural markets, a product originating in a Party is being imported into the other Party in such increased quantities and under such conditions as to cause or threaten to cause serious injury or disturbance in the markets of like or directly competitive products of the other Party, that Party may take appropriate measures under the conditions and in accordance with the procedures laid down in this Article.

(2) Whereas at the single market stage, in view of the fact that price systems are standardised and the agricultural policy is a Community policy, the financial consequences devolve upon the Community; whereas, in accordance with that principle as laid down in Article 2(2) of Regulation No 25, refunds on exports to third countries, intervention aimed at stabilising agricultural markets, rural development measures, specific veterinary measures as laid down in Council Decision 90/424/EEC of 26 June 1990 on expenditure in the veterinary field(6), measures intended to provide information on the common agricultural policy and certain evaluation actions should be financed by the "Guarantee" section of the Fund in order to achieve the objectives set out in Article 33(1) of the Treaty;

For the products listed in Annex II to the EC Treaty originating in Turkey and allowed for importation into the Community under the conditions laid down in Decision No 1/98 of the EC-Turkey Association Council, detailed rules for the application of the import regime shall be adopted in accordance with the procedure laid down in Article 38 of Regulation No 136/66/EEC of the Council of 22 September 1966 on the establishment of a common organisation of the market in oils and fats (4) or, where applicable, in the corresponding Articles of the other regulations on the common organisation of agricultural markets, without prejudice to Articles 6 and 7 of Regulation (EC) No 1981/94.

Whereas at the single market stage, in view of the fact that price systems are standardised and the agricultural policy is a Community policy, the financial consequences devolve upon the Community ; whereas, in accordance with that principle, as laid down in Article 2 (2) of that Regulation, refunds on exports to third countries, intervention aimed at stabilising agricultural markets, and common measures adopted in order to achieve the objectives set out in Article 39 (1) (a) of the Treaty, including structural adaptation required for the proper working of the common market, are financed by the Fund;
