Is critical in this respect of the United States federal law on agriculture recently adopted by Congress, which seeks to increase exports subsidies for American producers, thereby creating unfair competition vis-à-vis unsubsidised producers from the South and contributing to a fall in the price of agricultural products on the exchange market and thus to the impoverishment of rural populations in the developing countries;

A similar debate is also under way within the WTO, where discussion is focusing on the development or abandonment of the TRIPs agreements. TRIPs has come in for hefty criticism, in particular from developing countries, because the agreement one-sidedly benefits large firms in this field and, especially in agriculture, entails great risks.
