As Bill C-14 covers implementation of the changes for only the Government of Canada, provincial and territorial ministers of the committee on internal trade, with the agreement of their premiers, have completed or are in the process of passing similar legislation, or taking other steps necessary to ensure that accountability for compliance with the agreement on internal trade is widespread across the country.

Regrets that the USA and China were not prepared to accept a more ambitious agreement for internal policy reasons; believes that the European Union, the USA and China are key to ensuring a binding international agreement; urges the United States and China, as well as other international partners, therefore, to come up with further commitments to an international system of climate protection, in order to resume discussions and achieve an ambitious and legally binding international agreement in line with the latest developments in science and consistent with the 2ºC objective;

Recital 3 states that ‘[a]ll sectors of the economy should contribute to achieving these emission reductions, including international maritime shipping and aviation. In the event that no international agreement including international maritime emissions in its reduction targets through the IMO has been approved by Member States and/or no such agreement through the UNFCCC has been approved by 31 December 2011, the Commission should make a proposal to include international maritime emissions according to harmonised modalities in the Community reduction commitment with the aim of its entry into force by 2013.

I would put this on a par with the agreement on internal trade in Canada, where again, a bill is being used to let the federal government penalize the provinces that do not comply with the agreement by cutting funding in their social programs, and I am referring to Bill C-76, where in any case it wants to intervene in sectors that are not its responsibility.

Ms. Presseault: Since 2005; I also remind honourable senators that the reason the Public Accounting Act came to be was as a result of a trade challenge brought against the Province of Ontario under the agreement on internal trade in which the Province of Ontario was found to be out of line with their commitments to the Agreement on Internal Trade.
