Among the innovations introduced by the Agreement, the following will be noted in particular: - strengthening of the political and institutional aspects of the Convention, in particular by affirming democratic principles and respect for the rule of law, considered to be "essential elements" of the Convention, and the introduction of a clause allowing for total or partial suspension of cooperation, after consultation, except in emergencies, in the event of violation of one of those essential elements, and extension of the dialogue between the Parties to include problems of a political nature; - recognition by both sides that the development of trade is at the centre of ACP-EC cooperation and that all the means available under the Convention should be used to remedy the deterioration in the ACP States' commercial performance, resulting in particular from their lack of competitiveness, the erosion of their preferences and their insufficiently diversified economies.
Parmi les innovations introduites par cet Accord, on notera en particulier : - le renforcement du volet politique et institutionnel de la Convention notamment par l'affirmation des principes démocratiques et du respect de l'Etat de droit, considérés comme "éléments essentiels" de la Convention, et l'introduction d'une clause permettant, en cas de violation d'un de ces éléments essentiels, après consultation, sauf en cas d'urgence spéciale, la suspension totale ou partielle de la coopération, ainsi que l'extension du dialogue entre les parties à des problèmes de nature politique, - la reconnaissance par les deux parties que le développement du commerce est au centre de la coopération ACP-CE et qu'il convient de remédier, par la mise en oeuvre de l'ensemble des moyens de la Convention, à la dégradation des performances commerciales des Etats ACP, qui résultent notamment de leur faiblesse de compétitivité, de l'érosion de leurs préférences et de l'insuffisante diversification de leurs économies.
