By virtue of Article 3 of the Council Decision of 28 October 2016 on signing and provisional application of the Agreement, the following parts of the Agreement shall be applied provisionally between the Union and Canada, but only to the extent that they cover matters falling within the Union's competence, including matters falling within the Union's competence to define and implement a common foreign and security policy:
