The agreement came into effect in 1995, but what the agreement really did was set a timeline and a framework for future negotiations that would complete an Agreement on Internal Trade, that agreement which would remove most of the barriers to internal trade within the country.

The Agreement on Internal Trade is Canada's only national agreement governing the free movement of persons, goods, services and investments within Canada. On July 1, 1995, the Agreement on Internal Trade came into effect after being signed in 1994 by the Government of Canada and 12 provincial and territorial governments.

Provinces and territories have a number of internal trade arrangements, which establish similar rules and procedures for the area of government procurement, such as the Agreement on Internal Trade, the New West Partnership agreement between the western provinces, the Atlantic Procurement Agreement and the Trade and Cooperation Agreement Between Ontario and Quebec.

Regrets that the USA and China were not prepared to accept a more ambitious agreement for internal policy reasons; believes that the European Union, the USA and China are key to ensuring a binding international agreement; urges the United States and China, as well as other international partners, therefore, to come up with further commitments to an international system of climate protection, in order to resume discussions and achieve an ambitious and legally binding international agreement in line with the latest developments in science and consistent with the 2ºC objective;

Recital 3 states that ‘[a]ll sectors of the economy should contribute to achieving these emission reductions, including international maritime shipping and aviation. In the event that no international agreement including international maritime emissions in its reduction targets through the IMO has been approved by Member States and/or no such agreement through the UNFCCC has been approved by 31 December 2011, the Commission should make a proposal to include international maritime emissions according to harmonised modalities in the Community reduction commitment with the aim of its entry into force by 2013.

However, in the Agreement on Internal Trade, there is a requirement that DND respect the provisions of that trade agreement on the basis that it is an internal trade agreement and that we want to ensure that we meet its objectives of encouraging competition among Canadian suppliers and across Canada.
