In order to enable effective launching of the electronic network, the competent authorities of the Member States, within CESR and in close association with the storage mechanisms, should be invited to prepare a network governance agreement containing the essential conditions for the creation, functioning and funding of the electronic network and notably the appointment of a body that should be charged with the daily management of the network.
Enjoindre les autorités compétentes des États membres à préparer, dans le cadre du CERVM, un accord relatif à la gestion du réseau qui prenne en compte les mécanismes de stockage devrait contribuer à un lancement efficace du réseau électronique. Cet accord devrait préciser les conditions clés pour la création, le fonctionnement et le financement du réseau électronique et envisager, notamment, la désignation d’un organe en charge de la gestion quotidienne du réseau.
