20. Notes the importance given to the link between terrorism and human rights at the 31 session; condemns once more the attacks by the organisation styled ‘the Islamic state’ and all other terrorist organisations and expresses its most sincere condolences to the victims of these crimes and their families; stresses that the fight against terrorism must not under any circumstances serve as a pretext for restricting personal freedoms and fundamental rights; believes that the ‘warlike’ response by the Western countries – above all the EU and the US – far from reducing the terrorist threat only aggravates the spiral of violence; reiterates that an effective plan to fight against terrorism cannot be implemented until such time as we put a stop to the funding of terrorist organisations, including by suspending all trade or partnerships agreements with countries supporting these organisations; emphasises, furthermore, the importance of strengthening public intelligence, security and justice services, but also the need to implement prevention programmes and establish centres funded by governments to detect at an early stage the recruitment methods of terrorist sects, put an end to the recruitment channels and allow the rehabilitation of persons recruited by these organisations; recalls that the right to safety and security is fundamental and condemns any public policy seeking to discriminate against part of the population on the basis of its origin or religion;
20. prend note de l'importance accordée au lien entre terrorisme et droits de l'homme lors de cette 31 session; condamne de nouveau les attentats commis par l'organisation dite "de l'État islamique" et toutes les organisations terroristes, et adresse ses plus vives condoléances aux victimes de ces crimes et à leurs proches; souligne que la lutte contre le terrorisme ne doit en aucun cas servir de prétexte à la restriction des libertés individuelles et des droits fondamentaux; estime que la réponse "guerrière" apportée par les pays occidentaux – l'Union européenne et les États-Unis en tête – loin de réduire la menace terroriste, ne fait qu'accentuer la spirale de la violence; souligne de nouveau le fait qu'un plan efficace de lutte contre le terrorisme ne pourra être mis en œuvre qu'à partir du moment où l'on assèchera les financements des organisations terroristes, notamment en suspendant tout accord commercial ou de partenariat avec les pays soutenant ces organisations; souligne en outre l'importance de renforcer les services publics de renseignement, de sécurité et de justice, mais également la nécessité de mettre en place des programmes de prévention et des centres financés par les pouvoirs publics pour détecter en amont les méthodes de recrutement des sectes terroristes, pouvoir mettre fin aux filières de recrutement et permettre la réinsertion des personnes embrigadées; rappelle que les droits non seulement à la sécurité mais aussi à la sûreté sont fondamentaux et condamne toute politique publique visant à discriminer une partie de sa population en fonction de son origine ou de sa religion;

10. Reiterates its belief that public personalities should refrain from statements that encourage or incite to hatred or stigmatisation of groups of people on the basis of their race, ethnic origin, religion, disability, sexual orientation or nationality; believes that if public personalities incite to hatred, the fact that they have a high public profile should be considered an aggravating circumstance; condemns, in particular, the worrying prevalence of anti-semitism;
10. réaffirme sa conviction que les personnalités publiques devraient s'abstenir de faire des déclarations qui encouragent ou incitent à la haine ou à la stigmatisation de certains groupes en fonction de leur race, leur origine ethnique, leur religion, leur handicap, leur orientation sexuelle ou leur nationalité; estime qu'il convient de considérer comme une circonstance aggravante le fait que de tels propos haineux soient tenus par des personnalités publiques; réprouve en particulier l'inquiétante prévalence de l'antisémitisme;

4. Condemns the public statements made by the President of the Republic of Venezuela, insulting and denigrating the judge, demanding a maximum sentence and requesting a modification of the law to enable a more severe penalty to be imposed; considers that these statements are aggravating the circumstances of her detention and constitute an attack on the independence of the judiciary by the President of a nation, who should be its first guarantor;
