The EU-LAC Summit process is key to implementing the Strategic Partnership. It facilitates dialogue at the highest level, underscores the special nature of the relationship and fuels the bi-regional agenda. The most recent Summit in Lima in 2008 was a chance to discuss positions on strategic topics that are high on the bi-regional and international agenda, such as poverty and climate change. The same trend is noticeable at other high-level bi-regional meetings, such as the EU-Rio Group Ministerial Meeting that took place in Prague (May 2009) and focused on the economic and financial crisis, renewable energy and energy security.
C’est autour du sommet UE-ALC que s’articule la mise en œuvre du partenariat stratégique. Il facilite le dialogue au niveau le plus élevé, souligne la nature particulière de la relation et alimente le programme birégional. Le tout dernier sommet, qui s'est tenu à Lima en 2008, a permis de débattre des positions sur des sujets stratégiques qui figurent en bonne place sur le programme birégional et international, tels que la pauvreté et le changement climatique. Territorial cooperation will promote the balanced development of the territory.Based on the acknowledged experience of the INTERREG III Initiative, the Commission is proposing a new Objective for cross-border, transnational and interregional cooperation which will receive 4 % of the funding for the future regional policy.All the NUTS III regions on internal and external frontiers, whether on land or sea, will be able to cooperate with their neighbours, particularly on the key topics of the Lisbon and Göteborg agenda.The Commission wants to set up two new legal instruments for cooperation: the "cross-border regional collectivity" on internal frontiers and a "new neighbourhood instrument" on the Union's external frontiers.

In the Commission's view, future priorities should therefore a) be in line with and contribute to the overarching priorities of the EU economic and social policy agenda, b) build on the achievements made under the current Work Plan, in particular the implementation of work outcomes, c) cover other relevant priority fields for cooperation (as listed in the 2011 Communication on sport or topical issues) and d) reflect the need for mainstreaming sport into other policies.With this in mind, a future Work Plan could cover the following themes[36]:

‘The Presidency will organise Council agendas by grouping together related agenda items, in order to facilitate attendance by the relevant national representatives, particularly where a given Council configuration has to deal with clearly distinguishable sets of topics’.

The approach outlined in the Social Policy Agenda builds further on the communication of July 1999 on "A Concerted Strategy for Modernising Social Protection" in which the Commission proposed that there should be policy exchange between the Member States and the Commission based on four core topics: to make work pay and provide a secure income; to make pensions safe and pension systems sustainable; to promote social inclusion and to ensure high quality and sustainable health care.
L'approche définie dans l'agenda pour la politique sociale se situe également dans le prolongement de la communication de juillet 1999 intitulée "Une stratégie concertée pour moderniser la protection sociale", dans laquelle la Commission proposait que les États membres et la Commission procèdent à un échange sur la politique à mener dans quatre grands domaines: rendre le travail plus avantageux et garantir un revenu sûr; garantir des retraites sûres et des régimes de retraites viables; promouvoir l'insertion sociale et garantir un niveau élevé et durable de protection de la santé.
