(21) In the context of social dialogue as an objective of the Community and the Member States (Article 136 of the Treaty), the further development of social dialogue in the temporary work agency sector and the conclusion of collective agreements with respect to temporary agency work should be encouraged and stimulated, including with a view to improving the acceptance of temporary agency work throughout the European Union.

To this end, the Executive Director should prepare a proposal for the Agency's work programme, after prior consultation of the Commission and of the Permanent Stakeholders' Group, and take all necessary steps to ensure the proper accomplishment of the working programme of the Agency, should prepare each year a draft general report to be submitted to the Management Board, should draw up a draft statement of estimates of revenue and expenditure of the Agency and should implement the budget.
