Definition: A depressive episode, which may be prolonged, arising in the aftermath of a schizophrenic illness. Some schizophrenic symptoms, either positive or negative , must still be present but they no longer dominate the clinical picture. These depressive states are associated with an increased risk of suicide. If the patient no longer has any schizophrenic symptoms, a depressive episode should be diagnosed (F32.-). If schizophrenic symptoms are still florid and prominent, the diagnosis should remain that of the appropriate schizophrenic subtype (F20.0-F20.3).

Thus, neither the fact that, in its decision ruling on an administrative complaint, an institution or agency responded to the substantive arguments put forward without touching on the possibility that the complaint had been submitted out of time and was therefore inadmissible nor the fact that that institution or agency expressly informed the person concerned that he had the option of contesting that decision before the courts has any effect on the Civil Service Tribunal’s assessment of whether the action subsequently brought against that decision is inadmissible: facts of that kind are not capable of establishing a derogation from the system of mandatory time-limits established by Articles 90 and 91 of the Staff Regulations, still less of exempting the Tribunal from its obligation to verify that the time-limits laid down in those regulations have been complied with.

Acknowledges in addition the Court of Auditors' observations that, following the entry into force of Regulation (EC) No 683/2008 of the European Parliament and of the Council of 9 July 2008 on the further implementation of the European satellite navigation programmes (EGNOS and Galileo) , most of the activities and assets related to the EGNOS and Galileo programmes were transferred to the Commission in December 2009 but at 31 December 2010 the status of EUR 2 000 000 held by the Agency in respect of technical support from the European Space Agency had still to be determined; notes from the Agency that the transfer of EUR 2 000 000 was finalised on 3 October 2011;
5. reconnaît en outre avec la Cour des comptes que, suite à l'entrée en vigueur du règlement (CE) n° 683/2008 du Parlement européen et du Conseil du 9 juillet 2008 relatif à la poursuite de la mise en œuvre des programmes européens de radionavigation par satellite (EGNOS et Galileo) , la plupart des activités et des actifs liés aux programmes EGNOS et Galileo ont été transférés à la Commission en décembre 2009 mais que, le 31 décembre 2010, le statut de 2 000 000 EUR détenus par l'Agence au titre du soutien technique de l'Agence spatiale européenne restait encore à déterminer; note que selon l'Agence, ce transfert de 2 000 000 EUR a été finalisé le 3 octobre 2011;

47. Recognises the efforts made with regard to setting up and approving a paying agency for Sapard; regrets however at the same time that the difficulties which were already in evidence in 2000 with regard firstly to the substance of programmes and secondly to the setting-up and approval of a paying agency, have still not been overcome and that this state of affairs is impeding the structural change which needs to take place before accession in Poland, where agriculture still employs nearly one worker in five;
