If terrorists are to be denied the use of liberty against liberty itself, the whole of society will need to participate in the definition and the development of new tools and new controls: the more effective tools required to fight global terrorism and the new effective controls required to maintain the balance between collective security and individual freedom.
Si l'on veut priver les terroristes du droit de tirer parti de la liberté pour porter atteinte à la liberté elle-même, l'ensemble de la société devra participer à la définition et à la mise au point de nouveaux outils plus efficaces pour lutter contre le terrorisme mondial, ainsi que de nouveaux dispositifs de contrôle pour maintenir l'équilibre entre sécurité collective et liberté individuelle.
