Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Predisposing factors, such as personality traits (e.g. compulsive, asthenic) or previous history of neurotic illness, may lower the threshold for the development of the syndrome or aggravate its course, but they are neither necessary nor sufficient to explain its occurrence. Typical features include episodes of repeated reliving of the trauma in intrusive memories ( flashbacks ), dreams or nightmares, occurring against the persisting background of a sense of numbness and emotional blunting, detachment from other people, unresponsiveness to surroundings, anhedonia, and avoidance of activities and situations reminiscent of the trauma. There is usually a state of autonomic hyperarousal with hypervigilance, an enhanced startle reaction, and insomnia. Anxiety and depression are commonly associated with the above symptoms and signs, and suicidal ideation is not infrequent. The onset follows the trauma with a latency period that may range from a few weeks to months. The course is fluctuating but recovery can be expected in the majority of cases. In a small proportion of cases the condition may follow a chronic course over many years, with eventual transition to an enduring personality change (F62.0). | Traumatic neurosis

[16] With regard to the prevention of fraud against the Community budget, the Commission (OLAF) communication from 28th June indicated the intention of establishing an instrument to evaluate the quality of legislation. This instrument will "ensure that the Office may be consulted at the stage of preparation and at the various stages in the decision making process of all the legislative initiatives which have a direct or indirect impact on the protection of the Community's financial interests to ensure a better proofing against fraud and corruption" (COM 2000 (358), p.7)

The last Commission Anti-Fraud Strategy was adopted in 2000[19] and the ensuing Action Plans for 2001-2003 and 2004-2005 created a basis for a comprehensive EU policy against fraud.[20] The Commission reported on the implementation of the Action Plan and on progress in the development of anti-fraud policies in its annual reports on the protection of the financial interests of the Communities and the fight against fraud from 2001 to 2005.[21] In 2007, the Commission adopted a Communication on fraud-proofing[22] together with a Communication on the division of responsibilities between OLAF and the Commission Services for expenditure under shared management, whereby the Services assumed responsibility for financial follow-up of irregularities and fraud.[23] The implementation of these Communications shows that OLAF’s know-how, drawn from its investigative experience, can provide valuable input into the Commission.

Moreover, to help the departments responsible for drawing up Communities policies or the management services in their mission of protection of financial interests, the Commission will ensure the setting up of cooperation systems to draw the necessary conclusions from the results obtained in the areas of the fight against fraud and corruption to ensure the best possible level of proofing against fraud or corruption and to improve the management procedures and measures.
En outre, pour aider les départements chargés de la conception des politiques communautaires ou les services gestionnaires dans leur mission de protection des intérêts financiers, la Commission veillera à la mise en place de systèmes de coopération afin de tirer les enseignements nécessaires des résultats obtenus dans les domaines de la lutte antifraude et de la lutte anticorruption, et ce, afin d'assurer la meilleure "étanchéité" possible à la fraude ou la corruption et afin d'améliorer les procédures et les mesures de gestion.
