I mean that, in the case of France, it is ready to participate in this reinforcement because if we wait for the deployment of a European Union mission, we run the risk of losing time. As you know, the Union is already committed in Chad and the Central African Republic, so there is the problem of deployment and, to put my point quite clearly, a number of States within the Council would not, at this time, be able to participate in these reinforcement operations.
Je veux dire que, en ce qui concerne la France, elle se tient prête à participer à ce renforcement parce qu’attendre le déploiement d’une mission de l’Union européenne serait prendre le risque de perdre du temps alors que, comme vous le savez, l’Union est déjà engagée au Tchad et en République centrafricaine, et donc se pose le problème du déploiement et, pour être clair avec vous, un certain nombre d’États au sein du Conseil ne pourraient pas participer actuellement à ces opérations de renforcement.
