Deplores the fact that the new draft legislation on the Control and Audit Office would still not establish full independence given that, for example, the Auditor-General and his deputy would be appointed by the executive branch instead of the legislative branch; points out that this is not compliant with the Mexico Declaration on Supreme Audit Institutions' Independence; calls on the Commission, therefore, to insist on the establishment of full financial and operational independence of the Control and Audit Office of Afghanistan in the legislation and on strengthening capacity; reminds the Commission that full independence, sufficient capacity and funding of the Control and Audit Office should be considered essential conditions for introducing direct budget support;

Notes that, according to the Afghan Minister of Finance, as corroborated by other independent sources, only USD 6 billion (or 15 %) out of a total of USD 40 billion in aid actually reached the Afghan Government between 2002 and 2009, and that, of the remaining USD 34 billion, which was channelled through international organisations, regional development banks, NGOs, international contractors, etcetera, between 70 % and 80 % never reached the intended beneficiaries, the people of Afghanistan; notes the decision taken at the Kabul Conference that 50 % of the international aid should be channelled through the Afghan national budget by 2012, in accordance with Afghanistan’s request;

Reiterates that the EU and its Member States should support Afghanistan in the reconstruction of its own state, with stronger democratic institutions capable of ensuring national sovereignty, security based on a democratically accountable army and police, a competent and independent judiciary, state unity, territorial integrity, equality between men and women, media freedom, an emphasis on education and health, sustainable economic development and the prosperity of the people of Afghanistan, and respect for the historical, religious, spiritual and cultural traditions and rights of all ethnic and religious communities on Afghan territory, while recognising the need for fundamental change in the attitude towards women; calls for more support to be given to local-authority development projects in those provinces where there is evidence of good governance;

Calls on the EU Member States and the US to work together on fresh ideas for launching a redefined and stronger EU-NATO partnership, going beyond Berlin-Plus, given the need for greater cooperation in Afghanistan; takes the view that the efforts to adjust and refine the European Security Strategy should be linked to the early phase of discussions on a new NATO Strategic Concept; underlines the importance of NATO, which remains the essential forum for security consultations between Europe and the United States, as well as the importance of the EU's common foreign and security policy in strengthening the EU's ability to confront existing and emerging 21st-century security threats; welcomes the US recognition at the Bucharest Summit that building a strong NATO alliance requires strong European defence effectiveness; recommends developing the existing relationship between NATO and the EU regarding security matters, while respecting the independent nature of both organisations;
invite les États membres de l'Union et les États-Unis à trouver ensemble des idées neuves pour redéfinir un partenariat plus fort entre l'Union européenne et l'OTAN, qui aille au-delà de la formule Berlin-Plus, eu égard à la nécessité d'une coopération accrue en Afghanistan; est d'avis que les initiatives visant à adapter et affiner la stratégie européenne de sécurité devraient être liées à la première phase des discussions sur un nouveau concept stratégique pour l'OTAN; souligne l'importance de l'OTAN, qui demeure la plateforme essentielle pour les consultations entre l'Europe et les États-Unis en matière de sécurité, et de la politique étrangère et de sécurité commune en vue de renforcer notre capacité à faire face aux menaces sur la sécurité, actuelles ou à naître au cours du XXIe siècle; se félicite de la déclaration américaine au sommet de Bucarest, selon laquelle la mise en place d'une forte alliance à l'OTAN suppose également une capacité de défense forte de l'Europe; recommande le développement des relations existantes en matière de sécurité entre l'OTAN et l'Union européenne, le caractère indépendant de chacune des organisations continuant à être respecté;
