97. Recognises the significant human rights consequences of the ongoing war in Iraq and the complex nature of the current fragile political situation; notes the reports and resolutions adopted by Parliament on Iraq and the recommendations contained within them; urges the Council and the Commission to constantly assess how the EU could play a more constructive role in bringing about stability in Iraq; notes with total stupefaction the provisional suspension by ECHO of humanitarian aid for Iraq, notwithstanding the disastrous situation afflicting the suffering Iraqi people and Iraqi refugees; welcomes, however, the resumption of this aid from February 2007;
97. reconnaît les conséquences importantes de la guerre actuelle en Irak sur le plan des droits de l'homme ainsi que la complexité de la situation politique fragile qui prévaut actuellement; prend acte des rapports et résolutions sur l'Irak adoptés par le Parlement et des recommandations qui y sont contenues; invite instamment le Conseil et la Commission à examiner en permanence comment l'UE pourrait jouer un rôle plus constructif dans l'instauration de la stabilité en Irak; note avec une totale incompréhension la suspension provisoire, par ECHO, de l'aide humanitaire à l'Irak, malgré la situation catastrophique et les souffrances de la population irakienne et des réfugiés irakiens; se félicite, toutefois, du rétablissement de cette aide depuis février 2007;

The Communication is being adopted against the background of acute insecurity since the 2003 war, which continues to afflict the Iraqi population in their day-to-day lives and hamper progress in the country's political, economic and social recovery.
