First Vice-President Timmermans, on behalf of the Commission, will update the General Affairs Council on 25 September on the current state of play with the rule of law dialogue.

whereas the Foreign Affairs Council, when adopting the EU Guidelines on promoting compliance with international humanitarian law, emphasised the importance of dealing effectively with the legacy of serious violations by supporting appropriate accountability mechanisms, and underlined the key role which the International Criminal Court (ICC) can play in cases where the state or states in question are unable or unwilling to exercise their jurisdiction; whereas the EU Guidelines commit the ‘appropriate Council working groups’ to monitoring situations where IHL may apply and, in such cases, to recommending action to promote compliance with IHL (paragraph 15(a)).

Finally, the College also discussed the state of play of the European agenda for migration following the Justice and Home Affairs Council earlier this week, which made progress towards reaching the proposed numbers of people in need of international protection to be relocated between Member States.

The President noted a number of points highlighted in the discussion, including trade and market access issues, in particular in the context of the forthcoming EU-Latin American and Caribbean Summit; the importance of the active involvement of candidate countries in the external aspects of the Union's sustainable development strategy, which will be discussed in Barcelona; and the need for overall coherence in this area for which the "General Affairs" Council has an important role to play.

Pursuant to the Gothenburg conclusions, the Council is implementing the strategy for sustainable development. In this connection, the General Affairs Council is playing its full part as the body ensuring horizontal coordination.
Conformément aux conclusions de Göteborg, le Conseil met en œuvre la stratégie de développement durable ; dans ce cadre, le Conseil Affaires générales joue pleinement son rôle d'instance de coordination horizontale.

The "rapid reaction force" is not to be confused with the Rapid Reaction Mechanism (RRM) adopted by the General Affairs Council on 26February. The so-called RRM has been created to permit the rapid financing of civil actions. It could of course play a complementary function to military action, or more broadly action taken under the CFSP "pillar" (which includes the ESDP).

The Council examined a Presidency paper on the state of play in ongoing work on evaluating relations with third countries in combating terrorism, following agreement by the General Affairs Council in October 2001 to carry out a systematic assessment of the Union's relations with third countries in the light of their possible support for terrorism.
Le Conseil a examiné un document de la présidence sur l'état d'avancement des travaux en cours concernant le bilan des relations avec les pays tiers dans le cadre de la lutte contre le terrorisme, le Conseil "Affaires générales" ayant convenu en octobre 2001 de mener une évaluation systématique des relations de l'Union avec les pays tiers en fonction de leur éventuel soutien au terrorisme.
